President Bush has had the benefit of a Republican-controlled Congress for most of his presidency, although Democrats held the majority in the Senate from Jan. 3-20, 2001, and from June 6, 2001, till the end of 2002. Have other recent presidents enjoyed a similar situation? During President Jimmy Carter's term in office, from 1977-1981, the Democrats were the majority party in both the Senate and the House.
