The City Council on Tuesday repealed an ordinance that would have banned traveling merchants from holding temporary outdoor sales in the city. In September, council members hailed the ordinance as a victory for local businesses - until a lawyer for an Indiana hardware company said it also violated the U.S. Constitution by discriminating against out-of-state businesses. City Attorney Tom Morrison advised council members to get rid of the ordinance.
