Missing twins found in Canada

A biological mother accused of kidnapping her 17-month-old twins from their adoptive parents in North Carolina has been arrested in Canada, and authorities say the children are safe. Allison Lee Quets, 49, and the twins were found Friday night when police in Ottawa, Canada, acted on a tip, the FBI said in a statement early Saturday. Private information visible on tax form About 170,000 state income tax forms were mailed with Social Security numbers on the address labels - where identity thieves might be able to see them - because of an error at a printing company hired by the state, Meredith Helgerson, spokeswoman for the state Department of Revenue, said Friday. The error is limited to taxpayers who filed Form 1 by mail to pay their 2005 state income taxes, Helgerson said. Regular mail won't be delivered today, the postal service's normal day off; Monday, which is New Year's Day; or Tuesday, the national day of mourning for former President Gerald Ford. By Wednesday, officials expect to have tracked down any undelivered tax booklets, she said.
