Breeder accused of falsely selling dogs as AKC purebreds

A Clearwater woman is accused of getting top dollar for dogs she falsely claimed to be purebreds registered with the American Kennel Club.

Vilisity Dawn Stow, 28, has been charged with two counts of grand theft and four misdemeanors. She is accused of selling dogs that may not have been purebreds as advertised and selling dogs without the proper medical paperwork certifying a dog's health.

The charges are the result of a criminal investigation launched after nine complaints were made to Pinellas County's Department of Justice and Consumer Services.

Gary White, an assistant state attorney with the State Attorney's Office in Pinellas County, said Stow advertised the dogs in the St. Petersburg Times classifieds as registered with the American Kennel Club AKC.

"And these people bought and paid for dogs thinking they were AKC," White said. "It turns out, they were not."

The American Kennel Club is a nonprofit organization that maintains a purebred dog registry, sanctions dog events and promotes responsible dog ownership, according to the AKC Web site.

Stow, who was released from Pinellas County Jail on $10,000 bond, faces a maximum sentence of 10 years if convicted of the two felony charges.

White said Stow has sold hundreds of dogs and that there are still 25 open complaints under investigation.

"This is just the first group of charges," White said. "I would contemplate that there will likely be more criminal charges."

Stow's attorney, Roger Futerman, said his client is innocent and will be vindicated.

"We are looking forward to trial and I believe she will be acquitted of these charges," Futerman said. "She's accused of grand theft. She didn't steal anything. She didn't steal a penny."

The investigation was conducted between April 2005 and September 2006, according to court documents.

It was discovered that on Feb. 15, 2004, Stow sold a Papillon puppy for $595 to Christie Pump. The dog was advertised as AKC certified. Pump purchased the dog, and was told by Stow the AKC papers would be sent later. The papers never came.

"Mrs. Pump stated that she would never have purchased the puppy in the first place had she known that it was not AKC registered," court documents said.

A similar scenario played out in November 2004 with Kim Perkins, who wanted a chihuahua. After seeing an ad in the Times, Perkins contacted Stow, who told her the chihuahua she was selling was an AKC-registered tiny tea cup chihuahua. The price would be $495, instead of the $395 advertised price.

"Stow told Ms. Perkins that she would provide the Certificate of Veterinary Inspection the following day, along with the AKC registration paperwork," court documents said. "Ms. Perkins has never received the AKC registration papers from Stow."

White used a subpoena to get classified advertisement records from the Times and Stow's account information from Bank of America. While advertising with the Times from December 2002 to June 2006, 11 separate debit account numbers were used with no less than 72 different names.

Records from Bank of America determined that all the debit card accounts were linked to one account in the names of Richard D. Stow and Vilisity D. Landerer, which is Vilisity Stow's maiden name, court records said.

"I fear there are a lot of potential victims out there that might not be aware that they are victims or that there is something that can be done about it," White said.

Stow is also accused of selling the dogs without required medical paperwork. Pat Callahan of the Pinellas County Animal Services said some of medical paperwork may have been forged.

Futerman said Stow is a responsible breeder, and he provided letters from former clients to show it.

One letter was from Debbie Wood, who adopted a female Maltepoo puppy last December. "I do hope that you are still breeding these beautiful, loving and extremely intelligent puppies," Wood said in the letter Futerman sent by fax to the Times.

According to Florida's Pet Lemon Law, a breeder must provide documentation that a puppy has been seen by a veterinarian and given the proper shots before it can be sold. In addition, in Pinellas County, a bill of sale must accompany the sale of a dog. A copy of the bill of sale is forwarded to Pinellas County Animal Services. The bill of sale allows the county to track the dogs for care and numbers.

"You don't need to take a chance with what you are getting," Callahan said. "Without the paperwork, you have no recourse and you are buying as is. It's like a used car. You must get the paperwork."

Lisa Peterson, a spokeswoman for the American Kennel Club, said Stow registered a litter with the organization in 2001 and three in 2002, but there is no way to determine the breed of pup that was registered. No other litters have been registered by Stow since that time, Peterson said.

In 2005, Peterson said the AKC received a compliant about a dog Stow had sold.

When it comes to determining if a dog is a purebred and has been registered with AKC, Peterson advises buyers to not leave a breeder's house without the AKC papers.

"No papers, no puppies," Peterson said from her office in Manhattan. "A responsible breeder will have your AKC papers for you. The papers will have our embossed AKC seal and an individual application on it."

When a breeder seeks AKC documents, they register the litter by providing documents that both mother and father of the pups are purebred animals. Once that has been verified, the AKC will then send an application back to the breeder for each individual member of the litter. The puppies' new owners would then fill out the application and return it to the AKC.

"There is no excuse for breeders to say they don't have the paperwork," Peterson said. "We turn them over pretty quickly and you can do it online."

Each of you still bought the dogs anyway! Instead of passing off the responsibility, you should have educated yourself on the process or had some common sense, and then maybe you wouldnt have bought the dogs w/out the proper documentation!

She says she is the breeder, but is not the puppies are bred in Georgia. I also ask to see the parents and was told they were moved because they were going on vacation. My puppy had severe fear aggression issues which we have corrected.

I don't know if she was breeding any dogs, from what the DA said, she was going out of State & buying the pups to sell & stating she was the breeder. I asked multiple times to see my dogs parents, which she said were at her Mother's house.

I also purchase what was suppose to be a teacup yorkie, we paid 1,600 for her. She is probably a yorkie Chihuahua mix. We are one of the many people who have filed a complaint against her. Has anyone received any updated info about the case?

i also purchased a girl yorkie. she ended up being over ten pounds. when she promised her to be 5-6 lbs fullgrown. today she has skin problems,she gave me ckc papers and a fake health cert.i paid 1300.00 for her too.i hope she gets what she diserves

I didn't buy a car from Ms. Stow, I was buying an AKC reg. Chihuahua for breeding purposes. I rec'd a 5-6 week old Chihuahua/Yorkie mix. When buying a car, you never get the title the same day. The titled is transfered & mailed to the new owner(s).

The dog I purchased from Ms. Stow was not a purebreed Chihuahua, but a Chihuahua/Yorkie mix. I was not given AKC reg. or a health certifcate at the time of sale. While the docs were promised to be delivered to me the next day, they were not. FRAUD!

Again, you bought the dog anyway.what this person did may not have been completely legal or moral,but take responsibility for your own actions as well. If a car came without a title would you buy it?This is all blowed way out of porportion

Maybe we should investigate All Breeders in Pinellas and The person/persons who started this whole thing to begin with while we're at it!! Just a suggestion folks!

FYI- There are 96 Registered Breeders in Pinellas County alone. Maybe we all need to take a closer look at what type of business each of THEM are running also Animal Services will divulge any info anytime. Get your microscopes ready people!

For Peggy: I did not say it was the breeders fault but to this point I also have no proof that it is not. I know that they can develop sickness because for your information I happen to be a nurse and I take care of sick people and now a sick dog.

Anyone who feels they have been the victim of a crime committed by this breeder and who wants to make a consumer complaint can call the Dept of Justice and Consumer Services at (727)464-6200. They have about 40 complaints to date.

For Brooke... Animals, like people can and do develop sickness in this life.. How is this the breeders fault!? If you can't handle it, give the dog to someone who can already and don't complain! I hope you don't have children who are sick!!

This dog has no quality of life when all she does is itch and scratch. It is not fair to her or my budget. I have tried everything that the vet has suggested and nothing has helped her. It is not the dogs fault she is miserable daily.

Until you are living what others of us are on a day to day basis trying to keep a dog chewing it's self all of the time and making big, bleeding holes in their skin you can not say that you think that we are being judgemental of her.

It sounds like someone wants to put Vilisity out of business pretty badly by starting an overflow of bad press here! She obviously has had a few complaints but lets face it.. who, in business, has not?? A little common sense can go a long way here!

Any breeder with kennels as clean and bright as Vilisity's deserves a closer look! I have seen some pretty nasty kennels out there! I believe she has been targeted by some angry/ jealous person/persons who hold a grudge or simply love their money!

I bought a yorkie from Mrs. Stow. "Silky" is the happiest critter on four paws! For those of you who are disgruntled because of size and/or allergies, it's rediculous, children are just as unpredictable! Shame on YOU!

I also have bought my healthy baby girl she has brought me much love, she is smart sweet,loyal I've seen Ms Stow's love for the animals it is ashame you would ever accuse her of such ridicious alligations.You can't guarantee size on any living thing.

I also purchased a Pappillon pup from Vilisity Stow and a Yorkie the very next year! Papers or not, these pups have grown to be a beautiful part of this family and we are very happy and satisfied with each other! Thanks Vilisity Stow!! Good Wishes!!!

I am not saying this person is innocent but how can someone know how much a dog wil weigh?Do you know how much a kid will weigh because the parents are small.People need to be responsible to get their own papers.Its like buyinga car you could say no

We also purchased a dog from Vilisity and were told that she would weigh between 6 and 7 pounds. She now weighs 15 at a little over a year old. She has horrible skin allergies that we have spent lots of money on and her attitude is not good at times

The same here, Teacup Yorkie 6lbs. Very sick, has cost me a lot of money. No paperwork, would mail later, 3 years ago. I didn't trust her from day one.My dog was covered in poop the day I picked her up. My dog has a wonderful life.

When I have puppies that need homes I NEVER start advertising them until I have the litter Registration pack. That way the paperwork goes with the babies when they leave. No waiting. Good practice.

I also got taken only I had the male for stud. He sold the puppies as AKC registered and I never got my Stud fee. Contract? Yes he signed one but it was worthless. So be ware. Get money upfront unless you know the person. Lesson learned.

The breeder may be guilty of selling dogs without having applied for AKC papers before attempting to adopt them out, but size of the dog can vary according to my experience in breeding Chihuahua's. Not all purebreeds are scaled to AKC standards.

be considering filing a claim against this "breeder". Only thing good about her is that she gave my family great additions that I hope will live a long life. But she deserves what she will get and her lawyers a moron for thinking shes innocent.

My family have purchased 2 Yorkies that was advertised as a Teacup. We purchased one puppy in Sept. of 2005, at 10 weeks old. His birth certificate says he was born in May. Also, we never received our AKC cert. for both after numerious requests.

I waw reviewing the case involving PIO Pam Bondi of Hillsborough county. If she wins her ability to keep others pets....all breeds will become irrelevant because the new law will be based only on economy of scale not breed or AKC certification.$only
