WHICH STATES ARE DECLINING IN POPULATION? The Census Bureau reported on Dec. 22 that four states lost population during the previous fiscal year, which ended July 1. Louisiana was the biggest loser, down nearly 220,000 - almost 5 percent of its pre-Hurricane Katrina population. Other losers were New York down 9,538, Rhode Island (down 5,969) and Michigan (down 5,190). Also, the District of Columbia was down by 519. Texas, the big winner, gained 579,275 people.
