Ex-beau accused of rape, kidnap

TAMPA - A woman's ex-boyfriend broke into her northeast Hillsborough home Monday night, raped her in front of her sister, then kidnapped the woman, the sister and the woman's young daughter, the Sheriff's Office reported.

Deputies said William Kenneth Hill, 21, a tire technician, forced his way into the ex-girlfriend's apartment at 7 p.m. He brandished a short-barreled shotgun, then grabbed a knife, deputies said.

He held the woman, her 3-year-old and the woman's sister against their will, then put the toddler in the bathroom and raped the woman, deputies said. Their identities were withheld because of the crime's nature.

Hill forced the three into his ex-girlfriend's car and drove until 10 p.m., when he dropped the toddler and the sister off at the RaceTrac at Bearss and Florida avenues, deputies said. Neither was injured. He kept his ex-girlfriend in the car.

Sheriff's negotiators talked to him by cell phone for several hours, until a Tampa police officer spotted the car parked at the Circle K at Westshore and Gandy boulevards.

Hill repeatedly told negotiators that he planned to hurt himself and force his ex-girlfriend to watch, said sheriff's spokeswoman Debbie Carter.

Authorities pursued the car to 56th Street and Hillsborough Avenue, where Hill let his ex-girlfriend out, deputies said. He was then taken into custody at 2:08 a.m.

Hill of 8417 N Armenia Ave., No. 720, faced multiple charges, including armed sexual battery, armed kidnapping, armed burglary, aggravated battery and possession of a short-barreled shotgun, records show.

He was held at the county jail Tuesday without bail.

In 2005, he was accused of prowling with burglary tools. Those charges were dropped. In 2006, police accused him of domestic battery. He went to a pretrial treatment program.
