Editor's note: The following is a recap of the week's news events in Citrus County, in the words of the newsmakers. "You didn't initiate a conversation with Mr. Couey. If he didn't want to talk, he didn't talk." Nathalia Windham, a corrections officer at the Citrus County jail, testifying about circumstances surrounding comments John Couey made to her and another officer. "He doesn't know the police chief. He doesn't know Ron Baker. He didn't even know where City Hall was." Steve Baumgartner, acting city manager of Brooksville, on why Crystal River City Council member and former police Chief Jim Farley is a good candidate to conduct an investigation into problems in Brooksville government. "This is outrageous. This is not fiscally responsible." County Commissioner Vicki Phillips, after hearing that the estimated cost of the new Emergency Operations Center has climbed from $5-million to $20-million. "Fix this. That's all I care about." School Board member Ginger Bryant, after hearing that some children may be denied lunches at school cafeterias because of a policy limiting the number of times they can charge lunches. "I'd just had enough." Patrick Rose, executive director of the Save the Manatee Club, who was so incensed at a videotape of manatee harassment that he sent copies to various government agencies demanding action. "Some of it I bought for the ride home. It's my emergency chocolate fix." Susan Wilcox, a customer at the Russell Stover Factory Outlet in Wildwood, who spent $37.37 on several boxes of chocolates. "What we're doing there probably in the long run is going to be a good thing." Harry "Hal" Flowers, a developer proposing building more than 300 homes on a site around Three Sisters Springs in Crystal River, a prime manatee site. Flowers said that the development would mean more people would be watching to ensure that manatees are not mistreated.
