Are the white lights hanging just under the overhead traffic signal lights actually cameras? If not, what purpose do they serve?

The lights are enforcement lights that make it easier and safer for the police to enforce against cars running through red lights. Formerly, the law required an officer to see what the offending driver saw. Now the police can sit anywhere near the intersection and watch for the white light, which is in sync with the red light, to come on.
