TAMPA - His job required him to protect a mentally disabled man, to pay the man's bills, to ensure his security. But police say the caseworker for We Care Inc. of Tampa violated that trust.

Investigators say Theodore G. Hartzog, 46, stole at least $10,000 from the client over three years.

"He was just going to all kinds of stores and buying various items," said Officer Lisa Parashis.

The investigation began after an acquaintance of the 54-year-old client saw foreclosure notices for the man's home on 14th Street in Tampa.

Hartzog had control of the man's ATM and credit cards and was supposed to pay bills and monitor his client's checking account, Parashis said. But Hartzog took money for himself, police say.

Hartzog, of 1223 Autumn Drive, Apt. 239, faces charges of fraudulent use of a credit card, grand theft, fraudulent use of personal information and exploitation of a disabled adult, jail records show.

Police arrested Hartzog at 9:30 a.m. Wednesday. He was released from the Hillsborough County jail after posting $10,000 bail, records show.

It was Hartzog's fifth arrest, according to state records.

How does someone with five arrests get hired to oversee someone's finances? We Care Inc. of Tampa should be made by the courts to replace the money stolen by their employee, and their hiring practices need to be investigated.
