Teen molested in jail's 'blind spot'

NEW PORT RICHEY - The day room has places that the cameras cannot see.

Blind spots.

He was 16.

He was in jail, waiting to be sentenced on a burglary charge. It was Sunday afternoon.

A deputy was in earshot.

But authorities say the boy never screamed.

They're not sure how many inmates were in the day room then. As many as eight. As few as three.

The boy was bruised and afraid.

Blindfolded with a sock.

And forced to perform oral sex on another male inmate.

Jail officials didn't find out until nearly six hours later, when a witness came forward to report the abuse. An investigation ensued. Nicolas E. Robinson, 17, was arrested Tuesday morning on a charge of sexual battery.

Robinson's history of violence dates to age 13, according to state records, when he was charged with aggravated battery.

Like the victim, he was being held at the Pasco County jail in New Port Richey - rather than at a juvenile detention center - because he had been charged as an adult. His most recent charges were battery and auto theft.

Michael Mushlin, a professor who specializes in prisoners' rights at Pace Law School in White Plains, N.Y., said jail officials should keep better watch.

"To have an area where there's no physical presence and there's no way of observing it is just horrible," he said. "This man could be scarred for life."

Doug Tobin, a spokesman for the sheriff, said the incident could have happened at any jail.

He said staffing levels meet state and national standards.

You can't have a detention deputy for every inmate, he said.

Tobin said things might have turned out differently if the victim had yelled for help.

But he would not say if anyone has plans to make the blind spots disappear.

Times researcher Caryn Baird contributed to this report. Thomas Lake can be reached at tlake@sptimes.com or 1-800-333-7505, ext. 6245.

the corruption and lack of ethics in the pasco county law enforcement is unbelievable. no matter what someone has done, jail is the punishment not phsical and sexual abuse. i pray for all children led into crime. and teens should not be w/adults

Dwayne-not nec.Everyone makes mistakes. Unless you have committed a sexually explicit crime-u do not deserve to have this happen to u!!! That boy needs to be removed and placed with other peers of his own age.

when i first was trained at pasco my fellow officers would tell me to ignore the inmates. So even if this kid yelled there would not have been response for sometime.

just a fine example of our justice system just because someone did wrong doesn't make it okay for them to be sexually harmed and the guards are their for one purpose to get a paycheck they could give a damn about the inmates wut would a yell 4help do

The indifference of the police is staggering. Mr Doug Tobin, I think, needs a new career field-something away from the public.

The victom was 16 charged with an adult crime. He messed up bad but maybe the court sys could help become a decent young man,but now he has to over come this what a shame I hope this kid gets his act together and gets the counciling he needs.

this is just another example of our fine Sheriff and his exemplarary staff. It is a shame that Mr. Tobin said that things would have been different if the victim would have yelled for help. Hmm, and what help would he have been given?

Sexual assault of anyone is not "justice." It is another crime to contend with.
by Linda 04/11/07 09:38 AM
Michael, I don't know what kind of justice you were brought up to believe in, but no one deserves to be physically or sexually abused. Consenting activity is fine. Forced is rape, no matter how you slice it.
by Christina 04/11/07 09:35 AM
I think Michael should visit a jail since no one in their right mind would think a burglary charge should equal a sexual assault.
by Mike 04/11/07 09:34 AM
This is typical of OUR Sheriff's Dept. White must go along with most of the road rejects that he has at the jails.
by Michael 04/11/07 06:52 AM
Well, well, well. It sound like justice to me
