How does one make the FBI's Ten Most Wanted List?

The charges for which you're wanted must be federal -bank robbery, kidnapping, crossing state lines with stolen goods - or you must be a murderer, rapist or thief who has fled across state lines to avoid prosecution. Apart from type and frequency of crime, the official criteria for making the FBI's list are a that you are a particularly dangerous menace to society, and b) nationwide publicity will assist in apprehending you.
