Fifty years ago, they were screwed-up kids sent to the Florida School for Boys to be straightened out. But now they are screwed-up men, scarred by the whippings they endured. Read the story and see a video and portrait gallery.

Two mental health workers are jailed
They are accused of holding down a 10-year-old boy and covering his face with a towel.
By ABHI RAGHUNATHAN
Published June 21, 2007
ST. PETERSBURG - A manager and a therapist at a children's mental health program were jailed on child abuse charges last week after holding a 10-year-old boy on the ground and covering his face with a towel, police said. The incident started when the boy, a client at the Suncoast Center for Community Health, walked into an office there June 12, according to a police report. He then ignored a manager who asked him several times why he was there. What happened next stunned other employees, police said. The manager, Catherine Bedy, grabbed the boy's head, causing him to fall down, police said. Bedy placed both knees on the boy's chest. The boy's face turned red and he said he couldn't breathe. According to an affidavit, Bedy replied: "Yes you can." A therapist, Veronica Lortz, got a white towel and covered the boy's face, police said. She did nothing when the boy asked for help. Other employees at the office called police, who arrested Bedy, 46, and Lortz, 63. They each face one felony count of child abuse. Bedy did not respond to a request for comment. Lortz said she couldn't comment, and her attorney didn't respond to a message. Both women have been fired, according to the Department of Children and Families. "It's an unfortunate situation for everyone, " said Barbara Daire, Suncoast's chief executive. "We have a lot of safeguards in place and it appears that they didn't follow them." Suncoast is a private St. Petersburg nonprofit organization that receives funding to provide various mental health services for children. It provides most services to children in their homes, but some kids with severe mental or emotional problems come to that office at 1001 16th St. S, Daire said. Bedy was the manager of a special therapy program for children in foster care. Daire said the 10-year-old boy, who is not being named because of his age, is in that program, which has about 23 children. Andy Ritter, a local DCF spokesman, said Suncoast had done its own internal investigation and fired both employees. Over the past three years, the DCF has given $9.4-million in funding to Suncoast, Ritter said. He said the organization has been around for years and has a good reputation. "They were very responsive, " Ritter said. "It was isolated." Times researcher Caryn Baird contributed to this report. Abhi Raghunathan can be reached at araghunathan@sptimes.com or 727 893-8472.

She gets away with it because she as manupulative as she is vicious. And she was basically one of those in charge. Anyone complaining or reporting her would have had action taken against them. Personally, she has no friends...clearing that up.

If she is this vicious in her personal life and profession, how can she work alongside mental health experts who do not insist at a minimum that she get some help?

Criminals are rarely caught the first time they violate the law. Cathi has a life full of viciousness on many levels. Her actions in this incident are not unusual for her. She is a vicious individual. She'll do whatever necessary to get her way.

To anonymous...Yes I have specifics but this is a forum to leave short comments. It would take pages for specifics on her personal life alone. I'm positive she deserves any punishment she has and will receive for her actions.

MS Bedy with her " MASTER DEGREE" evidently did not recognize that she herself has been in dire need of severe counseling. she would make a good jail warden

Seems like a great deal of bitterness towards Kathy Bedy, yet I fail to see any specific cases, actions, accusations or examples, that are criminal do you have specifics or are you just rejoicing on her firing and arrest?

Good riddens and it's about time, she was doing more harm than good to the children in that program. Cathy will never be able to harm children again. Wow I can't beleive someone with a "Master Degree" didn't know better.

Hey, "It's about time," Get your facts straight. SC serves the indigent pop, many clients there have NO form of ins, or income. SC is a wonderful organization that helps the community in many different ways.

As a former therapeutic foster parent, I've seen how violent these kids can be. I used to say to myself, "My God, he's only a little kid" then one came into my home and terrorized us all. These kids blow up fast and furious. Lets wait for the facts.

There are a lot of comments by people with first-hand knowledge of Suncoast and Bedy. How's about logging on to www.psychcrime.org and giving a report with details so we can perhaps get something done? You DO have a voice, y'know.

"Anonmous Previous Employee" please log on to www.psychcrime.org and file a whistleblower report on what you have seen at Suncoast. It might help spare any more kids this kind of abuse.

Perhaps the kid lost his Medicaid. SC no longer serves the indigent population. I thought state funding was to serve those who cannot help themselves. Oh, then Managmt Team would have to pay for their health insurance, cancel elabor stays at the Ritz

Did they not learn anything from Martin Anderson? If you cannot handle children who may become violent and angry YOU SHOULD NOT BE IN THIS FIELD. Plain and simple. It WILL happen, they are supposed to be trained to deal with it. They ignored that.

A year ago, in Florida a child died in a boot camp. He was there for joy riding in grandmothers car, he was non-violent and was not a threat. He was murdered, this situation could have ended with the same results; a murder.

Cathy, LCSW, and Vernonica(therapist) have no excuse to ignore the no hands on policy at Suncoast. Do people have lapses in judgement? Sure, but there is no room for such a lapse because it creates secondary trauma for already traumatized children.

Suncoast have had many similar issues that employees and managers have not handled in an ethical way. This is not new news this is just now not being swept under the rug anylonger. The internal investigations only help hide what is enethical. HELP

Olivia, the child was TEN. There would have been a lot of steps before resorting to this. In any case, kneeling on a child chest is dangerous.
Why the automatic assumption that it must have been the child's fault?

The child must have done something to provoke this... Does the child have a violent history? Did he attempt to physically harm someone else? I think these are some of the many things missing from this report, and therefore making it less credible.

Kathy, is the personification of evil.Power and control of others is her way of handling situations.Excellent foster parents have been dismissed, because she had the power to do so. Her concern is not really the children. What goes around comes around

Those of you that say it was "Karma" for Bedy to be arrested didn't go into much detail about her bad "karma". Do you know of other examples of maltreatment to the youths of our community that need to be divulged?

As a social wrker with 20 yrs in the field I can tell you a 10 yr old can be unbelievably uncontrollable. This article made it sound as if the child calmly walked in and was attacked unprovoked. If so, firing was ok, if not much more needs to be told.

This is not an isolated case. We house children who's parents can not or will not provide for them. The statement by DCF that they have a good reputation was only compared to the DCF's rep. Only when things leak out is there any public interest.

The boy is only ten. He's mentally challenged and now a victim of violent abuse at the hands of someone he probably trusted. WOW...Ms. Bedy sure didn't use her education nor training in an appropriate manner. Shame on her.
