Protecting loud, unfriendly speech

The St. Pete Pride festival is an annual event where hundreds of gays and lesbians, their families and supporters come together to enjoy a day of revelry, celebration and fun. The parade and festival should be a symbol of St. Petersburg's hospitality toward the gay community. But last year a small group of religious protesters used the occasion to spout their bigotry. The city is looking for ways to contain the protesters during this year's St. Pete Pride event set for June 30, but it needs to keep the First Amendment at the fore as its planning goes forward. It is too bad that Larry Keffer of the Biblical Research Center in Tampa, who led the anti-gay effort last year and intends to show up at the festival again, feels the need to put his intolerance on such display. He and his ragtag group used bullhorns and touted huge signs while tossing insults like "You're a sodomite! You're filthy" to the crowd. The St. Petersburg police demonstrated commendable restraint by allowing the speech while preventing physical fights. In an effort to control things this year, the City Council passed an ordinance that would give police the power to enforce conditions included in street closure permits where alcoholic beverages are served. According to city attorney John Wolfe, the festival permit will ban public use of amplified sound equipment and the holding of signs. A cordoned-off area for protesters on the outskirts of the festival will be set up where those things are permissible, and anyone without a sign or a bullhorn will be allowed to meander around the festival communicating their message, Wolfe says. As distressing as it must be to hear a hateful speech, Wolfe is right. Keffer and his group have a constitutional right to express their views. The festival is open to the public and takes place on city streets. To shut down one point of view because it provokes and offends would clearly violate free speech guarantees. Freedom means that occasionally we are all going to be offended by another's views. While the religious protesters can be excluded from the parade itself, since the event organizers can determine who gets to participate, the protesters cannot be removed from areas where the public has gathered to watch. The only quibble we have with the city's plan is that it should reconsider the ban on signs. As long as the signs do not block the public's view of the parade, they should be allowed as protected speech.

IN the time period of writing tne noise ord. for Ybor it was brought out that a church had the right to use a bullhorn even tho it exceed the noise ord, This must still exist but can be changed. This was for festival or fund raising events.

The streets are a public place. By changing the city ordinaces during this event the public place .i.e. the street is no longer public, it is restrictive and probably illegal.

Bob, If you don't want your children ò01Cexposedò01D to the Gay Pride Parade then stay home and read to them. As far as protesting homosexuality is concerned why stick your nose in another personò019s private life? Stick it in a book instead.

There is no free speech violation going on here. The city is saying 'no bullhorns'. I disagree with no signs. These folks have a permit to have an event. If you went to any other place with a bullhorn and starting yelling at people, you'd be jailed.

The bible states that homosexuality is a sin, and no one can change what God has said. We are to hate the sin but love the sinner, we are to tell the truth about God and if they don't listen they are condemed to an eternity in hell. Its that simple.

If you want to speak your agenda, fine, go do it. There have been protestors at Pride for years without incident. But don't go through the festival with bullhorns, disturbing others and shouting obscenties at children.

The cops are not there to restrict Keffer - they are there to protect him. Last it would have been about 100,000 vs 10 - and Keffer's crew would have been beaten to death. Anybody who assaults an 8 year old girl with a bullhorn deserves nothing less.

What is it about religion that causes such hate in it's followers? Christian, Muslim it doesn't matter which flavor of superstition you choose, it's nothing more than an excuse to hate someone. Their ignorance is appaling.

David, I would agree with you if this was not a planned and permitted event. The fact that they have a permit from the city should allow them to be free from protesters within the event area. Barbara makes a very good point.

if the haters are allowed to wander amongst the festival participants spreading their venom, when does it become "inciting to riot"? I firmly believe they have a right to protest only they should be restricted to a zone as "w" protesters are.

If this were a black pride group and skin heads were going to protest, there would be no doubt that the skin heads would be prohibited from entering the crowd - for their and the rallying groups protection.

This is an over reaction to a very SMALL problem. Keffer & crew demonstrated such bigotry last year, he was a comic stereotype. I was one of his targets and I just quoted Romans 8:1 back to him. But, THIS validates him and his bigotry. Ooops.

We all have a right to express out opinion and engage in free speech. As long as itò019s the opinion I want you to have and the speech I want you to speak. It's the new American way. By categorizing discourse as bigotry we achieve a singular agenda.

no one has right to protest-protection from those who oppose their agenda. Free speech means free to everyone- not limited to one's position on the issue [bush-theory]. Protesters can always have same-day parades-following or leading one another.
