DUI job requires a sober approach
By SUE CARLTON
Published June 23, 2007
You can't hear the stories of people who believe in Mothers Against Drunk Driving and not understand what motivates them. You hear about a sister, a friend, a child killed by an act so selfish and pointless it boggles the mind. MADD has become a powerful force fueled by the belief that this has to stop.
But might some of their well-intentioned efforts cross the line?
Former Hillsborough sheriff's Deputy Daniel Brock, once considered a top DUI cop, was fired after a review determined he arrested dozens of people whose blood alcohol level was below the legal threshold - often without backup proof like bad driving or a stumbling video. Brock defends his actions and says he'll fight for his job; the state attorney is deciding if he committed a crime.
The attention focused on Brock this week brings to mind the special status given to successful (as in high-arresting) DUI cops. To my knowledge, officers who handle burglaries, sexual batteries or even homicides don't get a state banquet for their impressive number of collars. They aren't treated to the annual luncheon at swanky Armani's that the DUI Counterattack organization holds.
Yearly, Hillsborough's MADD chapter awards top local DUI officers with donated prizes -- 50 bucks at Home Depot, dinner at Outback, $99 at Donatello's restaurant, Busch Gardens tickets, a $1,000 cruise. (Brock himself got trips to SeaWorld with a night in a hotel twice, though he donated one, according to MADD. His attorney said he also donated another award. "He's never been in it for the prize," said attorney Jeffrey Blau. "He believes in what he does.")
MADD's state executive director and chief executive Don Murray said he doesn't believe officers do their work in hopes of getting some perk. He pointed out they don't know ahead of time what the prizes will be. "Police officers have a difficult job, and we're just trying to say thanks," he says. The Sheriff's Office echoes that.
Defense lawyers, not so much. "Why should these officers be given financial rewards for the number of arrests they make?" says lawyer John Trevena.
And call me a cheap date, but I might ratchet up my work production for a cruise. A trip to Target even.
No question cops have a tough job. Plaques, certificates to fatten personnel files, attaboys from the boss and promotions compensate for work well done. But goodies that even suggest any other motivation worry me, particularly when they emphasize quantity of arrests over quality.
Overzealous arrests can get court cases tossed. No one wants that -- especially the good people of MADD.

Skater dudes descended on downtown Tampa this week for Go Skateboarding Day, and police were there to keep a close eye on things. Good.
If you agreed with some skaters that this was way harsh -- plus that bogus no-skateboarding-downtown rule -- you should have been in my car going home that day.
The car in front of me was turning right when a blur of skateboarder flew into the street in front of him, a kid chasing a board that had rolled away. The car stopped just in time.
The kid ran back to his buddies, oblivious as only a kid can be to the enormity of what could have happened.

DUI officers run their own DUI non-profits agencys. DUI attorneys contribute to these non=profits. What a scam. Amounts to payoffs. Attorneys pay cops to keep dui coming.

A very strong example should be made of this officer. Hopefully, this will keep other good police officers good. MADD's goal is prohibition, and they are making big $$ on their way. Ask a madder why they won't openly debate the good people at www.RIDL

This situation was discovered internally, within the Shariff's Department. The Deputy was fired and is now being investigated for criminal prosecution. MADD did not recognize the Deputy's efforts this year. The system appears to be working just fine.

MADD has long since reached the point of madness. This story just scratches the surface of the extent of the madness.

MADD is NOT a fine non-profit and their silence has been deafening since Brock's crimes have been uncovered. I suppose they just haven't heard or read the story, right?

The problem is that this is not one singular example. There are plenty of other Brock's out there. The Times should gather the list of DUI super-cops (those that make an inordinate amount of DUI arrests and reap benefits/OT) and investigate them.

Intelligent people (read that intelligent reporters) don't look at one, singular example and generalize to an enormous group. Your suppositions and opinions have impeached many honorable cops as well as a fine non-profit. I'm disappointed in you, Sue

MADD needs to be dissolved. They achieved their goals long ago. DUI is now a serious criminal offense.
All MADD is nowadays is power-hungry neo-prohibition zealots. They need to be stopped, and politicians need to stand up to them.

He was a dirty cop, and people wonder why there's no trust in law enforcement. I'm all for banquets and awards and commendations for those that stop the rapists and killers, etc. MADD has no interest in that. Their true mission is 0.00, not .08.

Anyone given a gun/badge or takes any public oath must be held to a higher standard than ordinary citizens. That means greater punishments for any abuse and loss of retirement benefits too.

I worked in local governments and for utilities for 40 years and it was always against "employer policy" to accept any gifts valued more than $25 which would cover the cost of a lunch is about all. Only an idiot would lose a job over $25.

MADD is a great example of something starting with good in mind but that spiraled out of control. Check out getmadd.com to see just how scary this organization is. Neo-prohibition!

He wrecked a lot of lives indiscriminantly, and what he's receiving now is karma. The proverbial chickens are coming home to roost for his evil actions. MADD began in the 80's with positive intentions; it's since become an evil government entity.

Brock is a criminal, and should be prosecuted for filing false police reports and perjuring himself hundreds of times. He belongs in Florida State Prison. He casually ruined lives and indeed these MADD-driven perks motivated his egregious arrests.

sue, you're leaving out all the overtime pay DUI cops get to appear for court hearings, which become more likely to be contested when there is flimsy evidence. research those numbers, and you'll see the cruise awards are child's play.

Brock has done some good and apparently
some bad. He has appointed himself judge
and jury. In spite of this he believes. He has got to go.

The prizes you cited~Outback~Home Depot are donated door prizes that goes to whoever has the winning ticket given out upon entry to the ceremony. Even the Sheriff won a prize to Hooters. Civilains win also.Brock donated his prize. Again false facts.

To suggest that MADD contributed to this deputy's actions is ridiculous. Have we truly moved to the place where such obvious lack of personal responsibility is the norm? Maybe. We do blame obesity on the restaurant rather than the patron. I'm so sad.

The fact that lobbyists are involved in DUI investigations is enough to make one puke. Offering a carrot, a stick and a hotel room does not insure safety on the roads. Get out of politics MADD, you're are a scumbag lobbyist group.
