At least the deputy mayors survived
By HOWARD TROXLER
Published June 26, 2007
What does charging $3 per car at Fort De Soto Park have in common with whacking Santa and New Year's Eve?
Both are responses that some in local government are talking about after the Legislature's command to cut property taxes next year.
Let's start with the city of St. Petersburg, which says it needs to cut about $14-million to get down to the required level of $223.9-million.
Actually, that level of spending would be a hair above this year's $223.7-million. It's not an overall "cut." It's just less than the government would spend otherwise.
At any rate, the city has to lose $14-million from what it wants to spend. Mayor Rick Baker's plan calls for cutting:
- Support for events that the city "co-sponsors," such as Ribfest, the St. Pete Santa Parade, First Night St. Pete and the Mainsail Arts Festival. Total cuts: $222,000.
- Funding for arts and cultural agencies such as American Stage, the Museum of Fine Arts, the Dali Museum, the Little Theater and Great Explorations. Total: $540,378.
- Funding for social services, such as the spouse-abuse center CASA, homeless programs, elderly services, family support and food banks. Total: $820,000.
- Money for "nondepartmental" events or programs including the Pier Aquarium, the Chamber of Commerce, the Festival of States and the Museum of History. Total : $1.2-million.
Okeydokey. Cutting all those things combined accounts for $2.77-million, out of the $14-million needed.
I ain't saying they are all great uses of tax dollars. But cutting them does affect a broad spectrum of people to gain just a small share of the needed cuts.
Okay, that still leaves about $11-million to cut. Of that, about a $4-million savings comes from not building city reserves as much next year -- no city jobs, programs, bureaucracies, bricks or mortar are directly affected.
So now we're down to needing about $7-million in actual cuts ... but, wait!
Baker also proposes upward of $1-million in fee increases to citizens. So now the actual whacking to city government is reduced to about $6-million.
Then at last, Baker gets down to cutting the government.
He loses 50 jobs and slashes code enforcement, but most cuts turn out to be more nips and tucks than deep structural change. And there are still cuts that directly affect citizens, such as reduced hours at libraries and adult centers.
I ain't sayin' the mayor targeted things that are the most visible. I'm just saying it's interesting that all that stuff got axed in one swoop.
No actual deputy mayors were harmed in the writing of this budget.
Now, back to the matter of Fort De Soto, the Pinellas County park once named America's best beach.
This morning, the County Commission will meet to discuss the budget. It sounds as though some want to talk about charging admission to Fort De Soto - even though the staff's current plan meets the goal without it.
It's not that a fee at Fort De Soto is unfair (although $3 a pop seems steep, and they oughta have some kind of annual pass).
But since the commission doesn't need to do it, doing it anyway would be mostly an act of spite. Fortunately, they're all grownups who are above such a thing. Right?

why not have the the Mayor, deputy mayors, directors, managers, all give up one week's vacation and take a pay cut so that the City can keep its employees?

IF THE CITY ELIMINATES CODE INSPECTION, THIS CITY WILL BECOME ONE BIG TRASH PILE. OUR CODE INSPECTOR IN DISTRICT 2 IS VERY EFFICIENT AND WELL LIKED BY OUR NEIGHBORHOOD ASSOCIATION AS HE KEEPS US INFORMED AS TO WHAT IS GOING ON BY ATTENDING OUR MTGS.

"Deputy Mayor of Education"???? Education is COUNTY business, Mayor Baker, why does St. Pete have to PAY a deptuty mayor of education? You have people running your mentor program just fine w/out another deputy!

If you think $3 is steep, take a drive north to Pine Island in Hernando County. $2 a car to get to a very small beach compared to Ft. DeSsto Park. There is no comparison between the two.

I wish Troxler would request the list of salaries for city managers and what they ACTUALLY do for these astronomical amounts! The people of St Pete would be furious. Cutting library and recreation hours is a joke compared to the real figures.

Welcome to Pampa. We've seen Mayor Rick's hand and now it's Pam's turn. But how are cuts made, really? Well according to HR, it's based on longevity. The longer you've been there, the greater your chance of survival. Too bad merit means nothing.

At least the deputy mayors survived, with all that pay for what? We now have a full time pay Mayor who works part time and a staff full of over paid politicians ripping us all off.

Chicago's Transit Authority wanted to buy new rail cars. Sold the idea by putting the crappy old cars on the North Line, up where all the Rick Bakers and Trumps live. No dummies in this game, 'cept us taxable pigeons, who get railroaded every time.

Remember this when it's time to vote. Make sure that Baker doesn't put in any of his cronies/big developers on the ballot as a prospective council member or candidate for mayor. Then get rid of the deputy mayor positions. What good have they done?

City and county workers have been informed that we will receive 1%-3% max in 08. So it is the govt working stiffs that keep your cities and county running smoothly who are footing the bill for this property tax savings. Trim the fat off the top first

I see there's no mention of all the new construction downown! Even with the tax cuts I have to believe the city is going to realize some considerable offset with the additional taxes.

This is just one of the repercussions we will face due to the recent tax reform. Many county and city services and employees are getting the axe. If you don't think we work hard and earn our pay, come work 1 day with me and you'll go home very sore.

Might make sense, Jan, but Governments have specific tasks, mandated by law, that cannot be cut. Additionally, the State sent more tasks to County/City workers (under the "must do" category) that were NOT in the local Gov budgets!

Fire all the deputy mayors and hire Mexicans. You pay them less with no benfits and you can save millions. I can bet you can have 50 mexicans for 6 deputy mayors at a cheaper price

But if you are cutting parades I guess no more Gay Parades. No more codes means a trashy city and lots of front yard parking

If you are going to charge property tax payers in Pinellas county to use any of the parks you first must stop taking out tax dollars to help pay for it in the beginning. Then you can charge us all for parking.

The mayor only knows how to spend money not cut it. They should get a CPA to help trim the fat. 6 Deputy Mayors do what? Make a fat check and take free trips ax the 6 and save 600,000. As for parades make the ones who want the parade help clean it up

St Pete should ax the deputy mayors that should save about 600,000. Ax any new buildings and free travel for the cities leaders. Let them pay for their own trips. Get electric cars for the workers to drive on the streets instead of gas guzzlers

Would it more make more sense to have an across-the-board percentage decrease than to ax specific line items in the budget? (Just wondering)

How about cutting the MLK parade and after parade "party". Take a look at the numbers for that Howard. Dig deep, as I know the Special Events Police Sgt is told to keep 2 different books for the events. 1 for parade and 1 for post parade.

So you're saying that 14mil extra in taxes has been taken in during the last few years of the heyday, and now all kinds of stuff has to be cut/raised? How did they get by before all the major influx of excess tax dollars?

Mayor Baker, you must think very little of your taxpayers! How predictable can you be? You take the most popular programs and slash them, while nothing gets done to improve City government efficiency. I feel insulted and disgusted by your arrogance!

This may sound silly but how about donation jars and libraries and rec centers. Those that use them can willingly donate what they wish and hopefully that can keep them staffed and open.

Baker needs to cut himself. He's ruined this city. How much would we save if we axed Baker and his 6 "deputies"? If Baker wants to get paid he could ask his developer buddies to take up a collection for him.
