Circle may be new police beat

As she twirled to the pulsating drum beat, Sarah Morris, 16, let her hands coast by her side as if she was playing airplane.

At her side, her boyfriend, Glenn Wilson, 18, nodded his head along to the thump of the music, occasionally taking a swig of the murky liquid in the plastic cup he was holding.

At the weekly beachfront drum circle at Treasure Island, anything goes: free-spirted dancing, hippies playing Tibetan chimes, and, yes, even underage drinking, much to the dismay of some residents and city officials who are once again calling for a crackdown on one of the area's most popular Bohemian jam sessions.

City officials are considering beefing up patrols to the area on Sunday nights and requiring city staff members to clean up litter left behind on Monday mornings. The city attorney also has been asked to draft an ordinance requiring that sponsored and nonsponsored activities like the drum circle be terminated by 9 p.m.

At a Treasure Island City Commission meeting Tuesday, officials were scheduled to discuss the drum circle. The meeting was held after the Neighborhood Times deadline.

The city's biggest challenge is stopping the teen drinkers, police Chief Tim Casey said in a recent interview. Two weeks ago, Casey assigned two uniformed police officers to the drum circle, and they found several cases of underage drinking and marijuana use during the event.

"The people that actually participate in it, those that play the instruments, are typically a pretty mellow crowd, " Casey said. "It is the people that are between 16 and 20 years of age, that's the group that we probably have 95 percent of our problems with in terms of arrests."

For seven years, an eclectic mix of tourists, spiritualists, families, party seekers and the curious have convened at a small patch of beach near 104th Street and Gulf Boulevard to partake in this weekly sacrament. On a recent Sunday, the drummers began rolling in a few hours before sunset - bongos, djembe drums, water cooler jugs, and neon light sticks dangling from their arms. Hundreds of gawkers followed, some with beach blankets, coolers, towels and cases of beer in tow.

Treasure Island is one of two beach cities in Pinellas County that allows alcohol on the beach, but not glass containers.

To the carefree, it is an exercise in relaxation set against a backdrop of a setting sun and calm waters.

"It is a cool place to hang out, and the music is smooth, " Morris said.

But to critics the illegal activity overlooked each Sunday is unacceptable.

"The problem is not the drum circle; the problem is that they are trashing the beach, " said Gary Becker, a resident who has consistently opposed the drum circle. "A buddy of mine walked up there the other night and said he could smell the marijuana 50 feet away."

At the Bilmar Beach Resort, which sits near the drum circle, hotel guests are encouraged to attend the gathering, but staff members dislike cleaning up trash left over from the night before, said general manager Clyde Smith.

"That's the only downside. It is getting messier, " he said.

the folks that participate & attend the event need to clean up after themselves. if you want to throw trash everywhere do it in your on home, apt, van. using hotel staff and city workers to clean this mess up every week is unacceptable.

Thats unacceptable. Instead of breaking up a harmonious & peaceful weekly even, target litter bugs including those selfish people who are too freaking lazy to dispose of cig butts & other trash properly. I would fully support heavy fines & jail!

I think the drum circle gathering is fantastic! Whats not so fantastic is littering. Cigarette butts are the most common form of plastic litter on the beaches. Toxic chemicals can leach out of the cigarette filters. 1 butt = 2 gal of polluted H2O.

the drum circle meet ONE night/week, my husband works FULL TIME, I'm a FULL time stay at home mom...and yes I'd invite the entire group of awesome people over! joelunchbox needs to loosen up!!!!!

Is the police scrutiny happening because Bill Maxwell (SP Times) was there and saw some "filthy flesh". In addition to their other crimes are these hooligans wearing their britches too low? Now I'm curious so I'll have to take my wife & grandkids.

Amen to Jay. In Hawaii everyone has access to beaches, be it hotel or private residence, but in Florida the wealthy get to buy it up, leave it empty, and complain when the poor use it. Entitlement at its worst. It's easy to see who owns the police.

I'm 60 not a hippie and don't smoke dope but this sounds like a pretty benign and peaceful activity. Supply more trash cans, ask people to use them and leave the kids alone. In the 60's this was called a happening. Middle class whites get a life.

When you get a little older, well, if wisdom comes to you, it's possible to appreciate the good fortune of others. I support the drum circle, and hope the kids can enjoy their youth, even better than I. Life isn't fair, so boo hoo for me and you.

If so many of you are for it, why don't you invite them over to your house so you can party together? Me, on the other hand, I have 2 jobs a family and responsibilities so I can't just hang out on the beach smoking weed. I support the T.I. police

I would much rather have my teenager down there smoking weed (no..I don't promote it / but its everywhere) then looking for some car to rob. To many old farts down there. Plus, your threatning the tourist industry, major no no / read Carl Hiassen

Let them have their drum circle. Every other day of the week hotels and private residences monopolize access to the beach making it near impossible for everybody else to enjoy a sunset or a nice stroll. Life is a trade-off

I didn't buy a house on the public beach, so I doubt my front yard would be too interesting. But if people wanted to partake on my front yard, I wouldn't mind, long as they would share.

Beaches are public areas - meaning you can do what you want unless you BOTHER others. If the activity is illegal, then there should be arrests. If the noise can be heard to far away (every town has laws) then there should be arrests. Does not matter

Enforcement, enforcement, enforcement. Where are the police?? Where are the arrests for underage drinking, littering, drug use?? I really don't understand why the city officials, police are so damn impotent all the time.

The DIRT-BAGS have been here and must be removed. If they had decent jobs or were in school for something other than pell grants for pot, they wouldn't have time to act like asssholes, look at the lead picture, an 18 yr old girl & a 40 yr loser.

I ONLY wish ALL HIPPIES were also classified as TREE HUGGERS ( as I am continually called and don't mind a bit )and I only wish the "hippies" and ALL beach goers and drivers and PEOPLE would respect the environment a bit more and clean up their act!!

Maybe the problem is people like Becker who fail to recognize the beaches as one of our natural public resources and not his private backyard. You and the hotels/businesses destroyed the beaches first.

These people give real "Hippies" a bad name.Free love and pot were a part of the lifestyle but a true hippy respected Mother Earth and would always clean up and never litter. I have no problem with the drums,dancing,smoking its the trash left behind.

Also, can anyone tell me why Pot isn't legal? I watch Drunk after Drunk stumble out of Sloppy Joes or Ricky T's fumbling for their car keys and Yet T.I. PD are out there cause a few people are getting high and being Peaceful. T.I.PD is a Joke.

How about instead of Picking on the Pot smoking Hippies and shutting down popular hang out, How about T.I. PD do something about the dangerous Cross Walk at Sloppy Joes and the Bilmar on Gulf Blvd. Thats are more dangerous than any hippy smoking Dope

Yeah, sounds like Boulderites are relocating to the beach....banging their drums, smoking dope, drinking, and dancing around in circles and praying to Mother Earth. Reminds me of downtown Boulder, CO. on Pearl Street. Lot's of fun, plenty of trash!

Pot on the beach? At least no butts and filters remain.The real problem is too much fun and not enough money spent. Teenagers are a problem for T.I. Officials would be happier establishing it as a 55 and older city for the wealthiest residents only.

Dirty Hippies! I knew they'd leave their trash behind. Its what hippies do. The Authorites need to gain control of this now or else they will spread all over. Don't they know that there is lax enforcement of drug laws in South St. Pete? Go there.
