ST. PETERSBURG

The city is losing another senior staff person in development services. John Hixenbaugh worked his last day Friday after nine years with the city. He plans to finish law school and become a land-use attorney. He said his bosses knew he was planning to leave at some point, but recent workloads and controversial projects convinced him that now was the time to go. "It's a different climate now," he said. His departure comes after the exit of Bob Jeffrey, who until recently was assistant director of the department. Jeffrey plans to work as a development consultant.
