Calling Prius a limo is a stretch for some
Hillsborough won't license it as a hired car.

Moshe Leib of TB Limo Black Car Service poses for a portrait with his Toyota Prius near the Tampa Bay Performing Arts Center. He is using the rather unusual choice for a limousine in Pinellas County and went before the Hillsborough County Public Transportation Commission for permission to pickup people in Hillsborough. It would have been the first Toyota Prius used as limo in the county, but his application was denied.

Moshe Leib's little Toyota Prius won't compete with the stretch Hummers and black Lincoln Town Cars picking up customers in Hillsborough County. At least for now. Without discussion, the county's Public Transportation Commission rejected his request Wednesday to license the trendy fuel-sipping car as a limousine. It would have been the first hybrid vehicle licensed for public hire in Hillsborough. The owner of TB Limo Black Car Service in North Redington Beach, Leib groused that commissioners didn't talk over his proposal. Chairman Kevin White posed the only question: Did you bring a picture of the car? Leib bought the $26,000 black Prius with black leather seats two months ago. Eight customers have paid $54 for a ride from Pinellas County to Tampa International Airport. In a salute to the hybrid's gas economy, he waives the $4.50 fuel fee charged to riders in his five Lincoln Town Cars. "People feel good about using this kind of car," said Leib, a former computer systems analyst and onetime cab driver in Pinellas. "To the airport and back, I need one gallon of gas instead of three." Without the county license, TB Limo can drop off customers at the airport or elsewhere in Hillsborough but can't pick them up. Staff members opposed Leib's application because the commission's rules require limo companies to use "luxury" vehicles as listed in the Kelley Blue Book. Executive director Gregory Cox said giving Leib a waiver would let other companies ask to operate inappropriate vehicles for a high-end service. "I'm concerned about opening that door," he said. The issue isn't hybrids, said George Vallee, owner of Airport Limo of Tampa Bay in Seminole. Commission rules allow companies to operate top-of-the-line SUVs - such as the hybrid Lexus RX 400 - as limos, he said. But the big vehicles cost more and get much lower gas mileage. A small car like a Prius "lowers the standards of the industry," Vallee said. "By no stretch of the imagination is a Toyota Prius a luxury car," he said. Leib pledged to fight the commission's decision in court. Hybrid vehicles are beginning to show up in limo fleets nationwide, said Camella Lobo, assistant editor of Limousine & Chauffeured Transportation magazine, a monthly trade publication. About 100 of the 8,500 limo and car service companies in the United States have at least one vehicle running on hybrid engines or biodiesel fuel, she said. Well golly gee, guess we'll have to inform EcoLimo out of LA & other green limousine services throughout the U.S. that someone in upscale Tampa says they're operating a taxi service.

Inova, exactly that is a taxi not a limousine. If he would have asked for a taxi permit he would have gotten one.

Maybe the likes of Perry feel that private business owners should get on their knees & beg Hillsborough Totalitarian public officials for permission to apply new & innovative concepts & ideas? Free market enterprise does not compute in Tampa Bay!

Maybe you should have gotten permission before you went out and spent 26K on a go cart. Explains why your doing so well.

This care is junk. I went back to my old company. I ordered a Executive Town Car to pick me up because I had a lot of luggage. They sent this car and I ended up just taking my own car. Thanks a lot TB Limo!!

Wholy cow! All over Oslo, Norway, Priuses are used as taxis.
Brain death is a terrible thing to waste on just the Public Transportation Commission. Spread the word. Other governmental offices can become equally dumb if they really apply themselves.

I've driven my Prius around with the passenger seat removed. It feels a LOT like a limousine. All that's needed is a wet bar, which can be easily installed. Add a DVD player and a nice sound system and you're in business. What a bunch of idiots.

What's ironic, Moshe can bring folks into Tampa from Pinellas to drop them at the airport, go shopping, bar hopping etc., with this car. He just can't drop them off at TIA & return a week later to bring them home. Makes sense to me.........

The Prius is luxurious enough to carry the Stars to the Academy Awards, they're good enough to carry someone home from the airport. Wonder what Gov. Charlie thinks of Tampa denying a limo service the right to go green?

...the more I think about it, the more I like the 1983 VW Rabbit limo service. They were roomy and comfortable, and they're very distinctive.

If I want to put a 1983 VW Rabbit into limo service, I should be able to. If there is no market for it, I'll go out of business. The county has every right to require me to maintain the vehicle, and perhaps even to run a background check on me.

How can you lower the standards of an industry that currently drive folks around in the automotive equivalent of a fly-bitten buckboard cart? A lincoln town car is just a crown vic (cop car) with fluffy seats. This is just good-ole-boy mentality.

This is all part of the "Good Ole Boy" protect the Tampa Taxicab Industry that is imposed on counties outside of Hillsborough. What 70 year old, retired widow demands or can afford executive style transportation that the PTC limits her to?

Car services, like those available in other major cities, are also illegal in Hillsborough County - do a St Pete Times search on Daniel Steiner and be disgusted. This isn't the first time that the PTC has been clueless about economic realities.

Seems that most of the commenters are being so irrationally defensive that they're missing the point. Moshe would likely have no problem obtaining a taxi license.

Charge me $20 and I might ride in this go-kart. Charge me $54 and I am choosing the luxury SUV.
$26K for that car? He should have bought a Hyundai for $12K, straight line depreciate it as an expense and bank the additional $14K.

Mr. Valle, I drive a Prius and I do not believe they lower "the standards of the industry". The ride is a lot smoother than those SUV's you love so much.

I recently traded my 2004 Jaguar for my 2007 Prius and the there is no difference. The Prius has a better ride and more room. People always question my choice until they ride in the prius. Everyone loves it!!

If government bodies were smart and FORWARD thinking, they would require ALL Limo/Taxi services (when purchasing/permitting new vehicles) to ALL be hybrids. Think of the air pollution reductions, gas savings, & 'feel-good' benefits for TB customers!

TOTALLY AGREE! It looks decent enough to ride it... and if it lowers the cost by not having a fuel surcharge, then why not? C'mon officials, what harm is there in granting this car a limo license? Is the car not good enough for you pampered behinds?

Here's a guy coming up with a solution for a problem--namely, staying profitable in the limo business with the outrageous cost of gas. It's time to re-visit the whole issue of "chauffeured transportation"--and be an example of progress not politics.

That is a stupid rule. If I want to ride in a non-luxury I should be able to do so. Tobad we do ot have the luxury of having elected officials wiht common sense.
