Woman gets $6.5M for botched surgery

TALLAHASSEE - State officials issued a $6.5-million check Wednesday to a woman left paralyzed from a botched surgery at a state clinic in 1999. The check will be placed in a special needs trust fund for Minouche Noel, according to a news release from Chief Financial Officer Alex Sink. Noel was left paralyzed from the waist down at 6 months old following surgery at the state clinic in Broward County. She suffers from spina bifida. A Broward jury awarded $8.5-million to Noel, but state law limits such payments to $200,000 without legislative approval. Lawmakers finally passed the claims bill this year. The measure approved $6.5-million for Noel and $2-million for her parents. Sink said the money approved for Noel's parents was being withheld because the law firm that represented the family has filed a motion to receive more money than lawmakers allocated.
