Officials answer grand jury report

In an open letter Wednesday, County Administrator Steve Spratt apologized for any "errors or missteps" he or his staff committed in handling the county's land deal with Property Appraiser Jim Smith and vowed to restore the public's trust.

Suspended County Attorney Susan Churuti forwarded to county commissioners a less contrite letter, saying she was available by phone and in person to discuss the controversy. In the letter, Churuti defended herself and indicated she wants to keep her job.

The letters were sent the day after a grand jury released a report highly critical of top county officials involved in the county's June purchase of Smith's private land for nearly four times its assessed value.

Now, the seven members of the County Commission plan to meet and decide whether Spratt and Churuti keep their jobs. The meeting is expected to take place within days, but as of late Wednesday no date had been chosen.

Events at the meeting will do much to measure fallout from the questionable deal.

County Commissioner Karen Seel, who tried unsuccessfully last month to persuade colleagues that both Spratt and Churuti should be suspended, said her faith in the pair is shaken and she plans to grill them before the meeting.

"I think the lack of communication was inexcusable," said Seel, who, like other commissioners, accused Spratt and Churuti of withholding critical information about the transaction. "I'm going to ask how they are going to go about doing business differently."

There's a lot at stake for Spratt and Churuti, both 52 and career public servants. Spratt is paid $223,476 annually; Churuti $193,015.

Staff writers Theresa Blackwell and Stephen Nohlgren contributed to this report. Will Van Sant can be contacted at 727 445-4166 or vansant@sptimes.com.

I bet nothing will happen. We need to clean house. All the commisioners need to go. Lets not forget how they have wasted the hugh amount of new tax money they got over the last couple of years. Why should they do the right thing in this case?

Is that dare I say, Sue STANTON?
by Al 08/30/07 09:25 PM
Woh!!!! Is it just me or does that lady Susan resemble Sue Stanton, who is a man. Maybe we should find out if she has a Cue Ball in her pocket during the proceedings or she's just happy to be there

Why is everyone still so mad? Mr. Spratt said he is sorry, doesn't that make eveyone feel so much better.

When you do hire a new city manager and lawyer will you please get someone who does not look like a midget from the Wizard of Oz and hide behind his little government spies like mini me !!!!

We need new people to represent we the people. Good Bye Spratt and take your arrogant lawyer with you.

Toss them out...they violated public trust, PERIOD. Get rid of them and Smith.
by Robert 08/30/07 05:01 PM
Gee, thanks Commissioner Seel. You think you should have asked a few questions before this? Martin, you're exactly right "It's sad that the commissioners best defense is to paint themselves as clueless idiots."

Average Joe, I could not, have said it better.

Holy Cow....Another article...Man...just let it go, it's over. The 47 other articles covered it thoroughly. We're just sick of hearing about it.

There appears to be a double standard for the higher ups in Pinellas County Government in that any regular citizen would have faced a barrage of charges including, but not limited, to conspiracy, etc. All parties involved should be investigated.

First of all, great job and kudos to all who took part in bringing this "real" news story to light. Secondly, I cannot believe the standard of "maliciously abused" their positions is a credible reason for failure to prosecute -- other abuse is okay?

I believe very strongly that both should be fired. They violated the public's trust. That's a critical error on their parts. Both should have resigned - since they didn't - fire them.
by Hank 08/30/07 12:22 PM
This is a case of crony's trying to expedite the issue and giving no thought to the appearance. Churuti and Spratt should be "fined" and Jim Smith the real villain should be voted out.
by Dr_Dug 08/30/07 09:18 AM
The public has No trust in these cronies. Its time to get new faces in our leadership...Fire Spratt and Churuti..and elect new tax Man..SAVE THE CITY !!!
by jean 08/30/07 08:49 AM
I don't understand how Churuti and Spratt keep calling this a good defensible deal. For a long time, way before Spratt, Pinellas officials have thought the public--unless they are land developers--is stupid. Stop degrading the tax payers this way.

It's sad that the commissioners best defense is to paint themselves as clueless idiots.

Wow! Only in America. You have co-conspiritors meeting to discuss the fate of their partners in crime. With the election comming up Jan 29 I think all the commissioners should be on the ballot. If we believe they are innocent we can vote them back in.

Spratt takes full responsibility for a $225,000 screw-up. He's paid nearly that much a year. How convenient! A year's worth of community service - work without pay - would almost balance the books. Keep up the good work SP Times!
