OLDSMAR - As president of the Suncoast League of Cities, Oldsmar City Council member Janice Miller wants to see citizens' academies held in every town.

And she's starting with her own.

Beginning Sept. 27, Oldsmar's first Citizen's Academy will guide residents and business owners through the labyrinth of departments and operations otherwise known as city government.

"People will learn where all their tax money is going," she said. "They will learn how the city government works and why we have to do some things and why we can't do others."

There is no charge for the eight-week program, which will be held on Thursday nights. Dinner will be provided.

Participants will tour key facilities, learn about future growth and development challenges, and talk with city leaders about current issues and events.

They will discover how departments like Public Works, Planning and Redevelopment, the Library, and Leisure Services operate.

Those who successfully complete the program by attending at least seven of the eight classes will graduate at a City Council meeting and receive a T-shirt.

"We're hoping this will initiate a big interest in city government," Miller said. "And who knows what it could lead to? We're looking for advisory board members. Maybe they'll run for City Council.

"At the minimum, this will make for some informed voters."

I would greatly appreciate the ability to go over in detail the budgets, appropriations, and expenditures of both St. Petersburg and the County governments and assoiciated boards. While we have an overall view of costs the devil is in the detail
