Like 'em, hate 'em

Many folks in tiny Kenneth City see Muscovy ducks as a nuisance. But several defenders tell others to have a crumb of conscience.

To hear duck lovers tell it, Muscovies are public enemy No. 1 in Kenneth City, where residents kill and maim the feathered critters. Even the police may have joined the mayhem. Local duckophiles say one officer sprayed an innocent Muscovy with Mace. A new ordinance against feeding them on private property seemed like a slam-dunk until a few voices came to the ducks' defense last week.

Police are reviewing the charge against the unidentified officer, who reportedly sprayed a duck, but acting Chief Kevin Matson said he is unable to comment because the investigation is ongoing.

Anyway, he said, the duck could not have been Maced. Officers don't carry Mace. They pack oleoresin capsicum, commonly known as "OC."

"That's pepper spray," Matson said. "Nobody carries Mace anymore."

The allegations arose at last Wednesday's council meeting during a debate to decide whether the town should ban the feeding of wild birds and animals on private property. The town already forbids the feeding of wild creatures on public property.

The ordinance seemed like a sure thing until a group of residents protested. Paul Lyons described the group as representative of the "silent majority of Kenneth City residents who genuinely like, care about and enjoy the wildlife present in our community, including the Muscovy ducks."

Lyons objected to Mayor Muriel Whitman's criticism of the Muscovies in news articles, accusing her of displaying a "semiofficial disdain for the ducks (that has) created an atmosphere in Kenneth City where there is a tacit approval by our governing body and Police Department for the abuse of the animals."

Lyons told of several such incidents, including a man, who "while driving his car, intentionally took aim, ran over and killed several ducks." Lyons said one of his neighbors "throws a bamboo spear at them when they are on his property and has stated that he can 'wring their necks' if he wants to when they're in his yard."

Lyons' wife, Maureen, added to the litany of abuse: "The human attackers are like snipers. They do the deed and then get out, so it is difficult to document the appalling activities on tape. ... In my immediate neighborhood ... there are people who curse at them, intentionally run them over, and one of our neighbors has resorted to breaking their legs with a 5-iron.

"This year alone, five ducks were crippled and countless others maimed by the same neighbor, who also likes to put cracked clay pots, shard side up, under hedges to potentially injure their feet. It is not uncommon to see kids throwing stones at them or batting them with sticks or baseball bats."

The Lyonses and others said the police have not responded to their complaints of abuse.

Matson, the acting police chief, said he examined the department's records and found no complaints of duck abuse.

"This was new to me," Matson said. "They're going to have to call when this thing is happening."

But the police have done something even worse than ignoring complaints, said Brenda Hott.

"I personally witnessed a police officer, a Kenneth City police officer, spraying a duck with Mace," Hott said. She said the female officer and others who were present "just seemed to enjoy what they were doing."

Ramiro Isaza, a veterinarian specializing in nondomestic species and chief of zoological medicine service at the University of Florida School of Veterinary Medicine, said the effect would probably be the same as using pepper spray on a dog or cat.

"In the eyes, it would be expected to be very uncomfortable," Isaza said, but it probably would not cause permanent damage.

Isaza declined to say whether pepper-spraying a duck constitutes cruelty. That would depend on the circumstances, he said.

"I don't know what this duck was doing," Isaza said. "It was probably not used for the benefit of the animal, but without the details, who can say."

The council members tabled the proposed ordinance until they could get more information about the ducks, their treatment and the impact on the Muscovies and humans if people continue to feed them.

First of all the female cop who sprayed the duck with pepper spray, if true should be fired and charged with animal cruelty!I hope the police chief investigates this matter like he said he would! PETA will be contacting him! Golf clubber is a sissy!

I must have missed the end of the story where the aliens come in with their spaceship and carry all the dead and maimed ducks to a "safer" place. Where are all these ducks Anne?

I am sick of the huge pools of liquid bacteria-laden feces these ducks leave all over my drive way. My neighbors feed these ducks but they don't come clean my driveway. Why can't they keep these ducks they feed in their back yard out of harms way.

KCPD. Release the ducking surveilance video. Cameras not working? How convenient! Animal cruelty is a felony. Are cops above the law? I don't think witnesses would come forward against a smalltown PD if they weren't sure of what they saw.

Dont blame the duck or take it out on the duck.the city or someone put them there.take it out on them.an animal just acts like an animal.it dosent know right from wrong.a person who acts Like an animal is far worse then what the animal is doing.

People feeding these ducks are creating traffic hazards drivers have to lock up their brakes or stop where they shouln't because the ducks are crossing roads to fed by people, like the one on Bay News 9 who also had the illegal light,traffic hazard!

gosh, i don't like kids. and don't want them in my yard. maybe i should do something to deter that. gosh, the smart thing to do is fence in your yard. duh!!! anyone who deliberatly drives over a duck should be caged for life.

In comment to those who say these are feral-so what? that doesn't mean that they can be abused legally. Animals that are trapped and removed aren't speared, don't have legs broken for fun. This is animal abuse and should be punished as such.

We aren't morons, we're just tired of the huge pools of liquid bacteria-laden feces these ducks leave over every square inch of our porches and patios. They're a health hazard, a nuisance, are not a native species and they proliferate like rats.

Does the fact that these ducks are a nuisance give license to other people who have problems with animals in their yards allowing animal abuse of say pigeons- they're messy, dogs- they bark, deer or rabbits- they get in the gardens.

Mace or OC- what's the difference? Same principle and the person witnessing it couldn't see the label. This officer should be fired and brought up on animal abuse charges. It was a witnessed event.

Intentionally hurting an animal-regardless of what species- is ANIMAL ABUSE. Why are these people treated any differently than someone who abuses a dog or cat. Think the people who hurt the pigs recently will be treated as these offenders have?

Some people find these ducks cute, I find Burmese Phythons attractive but both are Feral Pests and could be trappped and sold as aligator feed. This is done in other states with Feral Pests!

The FWC web site lists the ducks as introduced as food and now are Feral animals. They destroy private and public property. Carry diseases in their mouth and droppings and take away food sources from native species.This "PEST" should be removed!

To intentionally harm another living thing is disgusting. And, there are plenty of stories of children harming animals who then grow up to be careless with other living things, including humans. The police and public are not intelligent but depraved.

anne: Go back to school!! How could you do this type of article and NOT find out: 1) how many ducks were taken to a vet for thier injuries? How many died? 2) how many ducks were buried by neighbors who did not want a rotting carcass in thier yard?

This story makes me sick. What kind of heartless people kill, maim and torture these harmless creatures? These ducks are friendly and they eat bugs. I even read they eat poisonous spiders. If that's so, they save lives! Just leave them alone!

People in this city are disgusting. Now ducks, later pets at home and maybe children. I don't understand how anybody can get pleasure out of hurting a defenseless animal. The people are the ones who decided to build their house by the ducks.

With all the lakes here in florida why cant they be moved to one of them.if its money,im sure the people who dont like them would be gladly to pitch in and have them moved.if they prefer to hurt them,or kill them,animal cruelty is against the law.

What kind of morons do you have living in Kenneth City? With adults/police behaving like that, what chance do kids have in learning to be caring, responsible adults. I found this article upsetting and to intentionally harm wildlife is despicable.
