County bans booze, dogs from Shell Key Preserve

Commissioners approve the plan, which also addressed overnight camping.

It's official: dogs and alcohol are banned from Shell Key.

County commissioners unanimously approved the draft 2007 Shell Key Preserve Management Plan on Tuesday afternoon.

It will replace the current plan, in place since the county leased the preserve from the Florida Department of Environmental Protection in 2000.

Will Davis, director of the county's environmental management department, presented the commission with the major changes included in the draft, more regulation for overnight camping, a ban on dogs and a ban on alcohol.

Shell Key is the only county managed preserve that allows dogs or open drinking and has become a popular hangout for the area's boaters.

Although alcohol is banned on the main island, it is allowed in the surrounding waterways. Glen Wilson of the Pinellas County Sheriff's Office said that makes it hard to control partying and drinking there.

Many boaters had previously criticized the plan as an attempt to scare them off, saying that they drank responsibly and enjoyed bringing their dogs to the island.

Davis said the new plan was more an attempt to bring the rules up to date and stop excessive partying.

"Does an alcohol ban really eliminate alcohol? No, it doesn't. Does it eliminate the behavior that we're concerned about? Yes," he said.

Davis also explained to the commissioners why the ban on dogs was proposed. "It's a serious problem because one dog running through a nesting colony on one day has the potential to destroy the colony."

The lease agreement between the county and the DEP requires the preserve to be managed for the preservation and protection of such shore nesting birds, and public use that won't disturb them.

The county staff referred to the original plan as a compromise, allowing alcohol and dogs.

Chairman Ronnie Duncan thanked the environmental management staff for their patience and effort.

"It's really hard to put the genie back in the bottle, and that's what we're doing here," Duncan said.

Nesting birds, are you kidding me? The county had no problem allowing development on the empty peninsula that makes up the cove of shell key. If anybody wants to see the real future of Shell Key, take a look at the bulldozers across the channel.

I'm not sure what has changed here as far as partying goes. Most people drank in their boats or in the water anyway NOT ON THE ISLAND. If drinking is still allowed in the surrounding waters, it sounds like we can still party there. What am I missing?

I understand banning the booze but the dogs? Why? I guess a few irresponsible pet owners ruined it for all of us. I will miss Shell Key. Look out Ft. DeSoto dog beach, here we come!

A ban based on "speculation" is ridiculous, how about all the birds displaced for "development," - they just overlook that...not good for bu$ine$$.

I love dogs, boats, and beer as much as the next person, but Shell Island isn't the place to mix them. Kudos to the commissioners and staff for (finally) getting this right.

This is really great news. At last the county has made an effort to save at least one tranquill environment. I am hoping this is a sign of still better things to come.

Booze and boats don't mix. Those same drunks will end the day by getting in their pick-up's and driving severl miles under the influnce. it's about time someone put a stop to it.

Nice move! THANK YOU to those that see just how bad the problem is.Only a few boating slobs cause the problem but all of us suffer.I hope the State of Fl will ban alcohol in a boat completely!It is worse that driving a car while drinking. FAR WORSE!

This use to be a nice island to camp on. The northern parties have since moved south and trashed the place. No more freedom to relax in the sun and sand. Thoses days are gone. Now the island is more of a trash dump left by boaters who are lazy

Stop the excessive partying! OMG it is the ONLY place for boaters to go in the entire area. What is so terrible about people having fun. With all the taxes we pay I think ONE spot for fun is okay. The county officials are ignorant and narrow minded.

finally! i used to go there all the time. in the last few years it's become a hangout for drinkers and dogs. maybe this will tame the crowds and lessen the traffic.
