USAA was ready to defend its request for a 54 percent rate increase in homeowners insurance premiums when the Florida Office of Insurance Regulation cancelled today's public hearing at nearly the last minute. The office said the filing, received more than two months ago, was incomplete and needed to be certified by company officers. USAA said it is considering its options.
