Crist: Let's seize moment with property tax deal
The governor suggests extending the session.
By ALEX LEARY, Times Staff Writer
Published October 9, 2007
TALLAHASSEE - With the main players in general agreement over property taxes, a deal could be formalized in the next few days and lawmakers may begin deliberations by the weekend, Gov. Charlie Crist said Monday night.
"If you have consensus," he said, "why not seize the moment?"
Lawmakers will wrap up work on the budget Friday morning, and the hope is the special session could be simply extended rather than taking a break and reconvening later this month.
That would save travel expenses and build on the goodwill and momentum of an easier-than-expected budget-cutting session.
"Things have moved very, very well, and if we can keep that going, we may be able to be done sooner than later. Which I know the people want," Crist told the St. Petersburg Times.
Crist offered a host of caveats, but his comments -- based on detailed talks with top Republicans and Democrats -- represent the strongest sign that lawmakers will be able to refashion a deal to put before voters Jan. 29.
A judge recently threw out the Legislature's super homestead exemption plan, saying it was misleading because people might not know Save Our Homes would be phased out.
Lawmakers now agree that Save Our Homes, an annual 3 percent assessment cap, will be preserved. The new deal would allow homeowners to carry the accrued Save Our Homes benefit when they move, a concept known as portability. Also, the current $25,000 homestead exemption would be doubled and there would be help for first-time home buyers.
Businesses would get a break on taxes paid on equipment, and lawmakers want to end a practice called "highest and best," which can make a lower end property pay a lot more simply because the land has more lucrative potential.
"It's really starting to come together nicely," said Crist, a Republican. "There's a very strong consensus and sentiment that we need to keep it simple."
Working in the Legislature's favor is the lack of divisiveness that marred negotiations over property taxes last spring as the House and Senate battled over the depth of cuts while Crist largely stayed out of the debate.
This time, he is asserting himself, meeting privately with the players and calling them.
"He's the ultimate optimist," said Rep. Jack Seiler, a leading Democrat from Broward County, who has been talking with the governor. "When the governor is working with both parties and both chambers there's a lot of reasons for optimism."

These politicians have to realise, the property taxes which are killing the prices on homes, will go down anyway, because of re-asssessed values....Cut the taxes now, or lose them anyway and kill our economy, drive us to the streets and your demise

Why encourage MORE people to come here? FL is overdeveloped, our trees and wetlands(that protect from hurricane winds and storm surge) widely destroyed. New building should pay HUGE tax to cover the destruction and risk to us all.

Just where did the windfall tax dollars go when I, and thousands like me, bought our home and bumped up the collected tax by perhaps 50% to 150% ? Give an actual businessman the budget, not the elected money pit.

Why should retirees continue to keep a second home in FL? The taxes are killing us. We bought in 1989,looking to an affordable retirement. We still have choices. Do you want retirees to flee the state? Many pretend to be "residents"for tax purposes ..

I agree with Manatee. Abolish property taxes altogether and increase the sales tax. Also, if the state needs to privatize the lottery, give the first option to purchase the lottery to Florida residents as a group, not to international investors!

what did you all expect. Everyone complained that the cuts were too big and we would lose this or that. Now a decent cut that will save most families 500 a year and it is not enough? The government can't win.

Manatee that makes too much sense. However 50k homestead saves people in Pin/Hills about 550 a year. Not bad. do the math yourself what is your millage rates times 25k that is how much you will save a year on this plan.

why would they lower prop taxes?, it has risen consistantly as they plan the budget higher every year. we will never get the "break"! they would have to cut funding or their own pay! god forbid! i like the higher sales tax!

Just more status quo. Replace the property tax and institute a sales tax on services. Why are the politicians against this? They want to keep control of spending instead of you controling it.Stop renting your property from the government and own it

I am voting "NO" if this piece of junk gets to the voting ballot - it's worse than before. ST PT should send all these comments straight to Tallahassee so they can hear from the people how to fix the problem. Give us real relief not fluff - note no

What's wrong with abolishing property taxes altogether and increasing the sales tax. This way everyone pays equally, even out of staters. This seems to be a very simple and logical course of action.

The Democrats are blocking a decent proposal from getting on the Jan. ballot. All we get is this minimal garbage. Just roll back taxes statutorily. That can get passed & has passed court muster twice.

This proposal will hardly lower property taxes. It is clearly a "TALLAHASSEE SPECIAL" so they can pat themselves on the back and declare victory. Speaker of the House Marco Rubio needs to block this proposal. Either do it right or not at all.

This is ridiculous. It is not a fix. It is more of the same with some minor variations. Portability does nothing to encourage newcomers to the state and only exacerbates the current inequities. I benefit from Save Our Homes, but it is outdated.

So... If I sell my house and buy one for $80K. They will set the taxes on the $80K home and then I can buy a $500K home and take the reduced taxes (portability) on the $80K with me to the new $500K home?

They better do something useful sometime soon. I need to sell my starter house and buy a larger one. But until something is decided, myself, and others, will just sit on the sidelines and real estate will continue to stagnate.

How about rolling everyone's taxes back to the best 'save our homes'rate. This puts everyone on equal footing. Lost revenue will be dealt with by making large corporations actually pay their taxes in Florida.
