Three charged in child sex crimes

They are accused in unrelated incidents, one outside a mall restroom, Clearwater police say.

Three men were arrested Saturday and jailed on unrelated charges of committing sex crimes against children in the Clearwater area:

- Billy Joe McLaughlan, 28, of 2922 Lichen Lane, Clearwater, turned himself in to detectives at the Sheriff's Office to face two counts of capital sexual battery.

Investigators charged that McLaughlan abused a preteen boy over a two-year period in Florida and Georgia. He was being held without bail Tuesday at the Pinellas County Jail.

- Kevin Rigby, 29, of New Port Richey was arrested by Clearwater police and booked on two counts of lewd and lascivious exhibition after police said he exposed himself to two girls outside a women's restroom at the Sears at Westfield Countryside mall. Confronted by officers, Rigby told police he was having problems with his pants zipper, but denied exposing himself.

After posting $40,000 bail, he was released Monday from the Pinellas County Jail. Efforts to reach him for comment Tuesday were unsuccessful.

- Alan Bilic, 36, of Clearwater was arrested and booked on counts of lewd and lascivious behavior and lewd and lascivious exhibition on a child under the age of 16. According to Clearwater police, he committed a sexual act in front of a preteen girl. Bilic was being held Tuesday in lieu of $40,000 bail.
