Holiday bottle gesture in peril
The city may close a loophole that allowed bourbon to homeless.

ST. PETERSBURG -- Earlier this month, Evander Preston handed out 100 bottles of Kentucky bourbon to homeless people lounging in Williams Park. It was an eccentric gesture that made the news and garnered him the name "Woodstock Santa." Now, City Council member Bill Foster is trying to put an end to Preston's giving spirit. "Many of those residents are homeless because of an addiction to alcohol," said Foster. "To me, that just smacks of offensive." Offensive, maybe. Illegal? No. When it comes to city code, it is indeed illegal to pass out alcohol in public parks. However, that rule doesn't apply to city streets or right of ways. When Preston handed out the bottles he pulled his signature Bentley up to the curb, and homeless people walked to him to pick up their gifts. Foster hopes to close the ordinance loophole by introducing a measure that would include streets and right of ways in the code. The council will vote today whether to move Foster's measure to committee, where it will be considered and brought back before the council for a final vote. If passed, it would not affect bars and restaurants with outdoor seating or events like Ribfest and First Friday, which have permits and insurance to dispense alcohol. Other City Council members said they agree with Foster. "Is that really the best gift you can give somebody sleeping outside -- bourbon?" said Rene Flowers. "I don't know what a bottle of bourbon goes for these days, but I'm sure that would buy some soap, a small washrag, maybe a comb, some coffee, maybe a nice, hot meal." Preston, owner of a popular art and jewelry studio in Pass-a-Grille, declined to comment for this article. Earlier this month, he told a reporter with the weekly Creative Loafing that he wanted St. Petersburg's homeless to enjoy the holidays the way he does, "with a fine cigar and something to sip on." The homeless people quoted in the article knew Preston and were excited to see him coming. He has handed out bottles to the homeless on several other occasions, according to the article. "I'll give him the benefit of the doubt that he was trying to be thoughtful at the holidays," said City Council member Jeff Danner. "But I think there are other things he could have done." Foster gave this suggestion: "If he had true care and compassion, he would have spent that money and invited them to his art gallery in Pass-a-Grille and fed them a nice gourmet meal." Yes, the same amount of money may have bought some toiletries or a hot meal, but that bottle may have brought comfort, too. Why doesn't the city council think of effective ways to help homeless instead of limiting ways others can give gifts?

Did any council members ask the homeless if they didn't want the booze? Foster, Flowers, you are wrong here. Please stop protecting me from me. If they don't want the booze they would stay on your park bench sleeping or panhandling.

Foster is a moralist and I can't wait for him to be caught in some scandal. Live your own life the way you choose and don't force others to follow. Leave your faith-based opinions outside your city-leadership position.

We are a bunch of uptight moralists, this man actually did something for the homeless.

I agree with Rene Flowers. He says he want's them to enjoy the holidays like him. Is he willing to put a roof over their heads, give them a job. So they can buy their own bourbon. He should set an example of giving with something practical & useful.

This is a free country. Whether we approve of his choice of gift doesn't matter. He is free to give whatever he wants. However I wouldn't approve of guns so maybe I am wrong about bourbon.

I don't find anything wrong with this story. What the hell is Foster's problem anyway. He is probably just mad cause he didn't get a bottle.... Sounds like the City Council idiot's want to now tell you what you can give and where you can give it.

Why is this any different than giving a guy a few bucks (to buy a drink)? Who here hasn't been panhandled by somebody who needs $1.25 for "bus fair"? Cash quickly turns into a little hooch, it's all the same (no slam to anybody intended).

It's been my pleasure to meet Evander Preston and enjoy a meal that he prepared.
I found him to be personable, kind, honest and minds his own business. This is far more than I can say of the St.Pete city council members quoted in the article.

These hypocrits working for city council are a joke. Take tax dollars to give to the wealthy Rays owners to help them become more wealthy, but stop a man handing out to the homeless a sip of kentucky's finest.

Reprimanding a man for a benevolent gesture is bad form. Sure, he could have given a more practical gift, but isn't a gift supposed to be a treat? The homeless will be drunk and on your lawn regardless of Mr. Preston's actions. Solve the REAL problem

This could have been a very interesting article had Mr. Preston and a few of the homeless been interviewed. No law broken here, unlike the council members breaking the 'Sunshine Law' concerning the proposed new stadium deal. Casting stones, are we?

Excellent, change the code and next year he can hand out ten dollar bills instead, and let the homeless buy their own choice of liquor. Great way to 'solve' the problem. How about working to make the homeless into the unhomeless instead, Council?
