House can't beat health plan veto

WASHINGTON

For the second time in three months, Democrats in the House failed Wednesday to override President Bush's veto of a bill that would greatly increase spending on a popular children's health insurance program. The final vote was 260-152, 15 votes shy of achieving an override. Forty-two Republicans sided with Democrats. They had wanted to spend another $35-billion on the State Children's Health Insurance Program over the next five years.

Foreign investment oversight: President Bush signed an executive order Wednesday to implement a law Congress passed last year to tighten national security reviews of proposed foreign investments.

Nomination: President Bush renominated Steven G. Bradbury as assistant attorney general Wednesday. Democrats oppose a permanent job for the official who signed legal memos authorizing harsh interrogations for suspected terrorists.
