Nina Bandoni leads the Seat 4 race by 18 votes.

Safety Harbor commission hopeful Robin Fornino waits as the ballots are reviewed.

After the election canvassing board inspected nine provisional ballot certificate envelopes Thursday, 18 votes still separated Nina Bandoni and Robin Fornino in the Safety Harbor Seat 4 City Commission race.

That's because each candidate received one more vote. It's now 2,671 votes for Bandoni and 2,653 for Fornino.

The candidates sat four seats away from each other in the viewing room at the Supervisor of Elections election service center in Largo watching the process.

At one point, canvassing board member and County Judge Patrick Caddell was examining a ballot cast by a person who did not bring proper ID to the precinct on election day.

"How can a voter drive to the polling place with no driver's license?" he asked.

The canvassing board plans to examine 71 absentee ballots at 9 a.m. Saturday.

If the vote totals are still less than half a percentage point apart, then there will be a machine recount, according to City Clerk Cathy Benson. If the vote totals end up less than a quarter percentage point apart after that, there will be a manual recount.
