What do you say? A Hillsborough County sheriff's deputy with 22 years' experience dumps a quadriplegic out of a wheelchair inside the jail's door. At least it was caught on video, so there is no question about what happened. Three other deputies - all of them supervisors - never lifted a finger to intervene or report the mistreatment up the line. The spectacle has become a national embarrassment; the question now is what Sheriff David Gee intends to do about it. The circumstances that led to Brian Sterner being arrested are murky enough. He is paralyzed from the chest down and has limited use of his arms. Sterner was driving a small car fitted with hand pedals in October when Tampa police on patrol in Ybor City saw him waving his arms and shaking his head. He had been driving 5 mph in a 30 mph zone. Police lost sight of him, but found him later nearby. They said he made "foolish" statements. Police found no alcohol or illegal drugs, but charged Sterner with fleeing. He was arrested on a warrant Jan. 29 and brought to the booking room at the jail. That, Sterner said, is when Deputy Charlette Marshall-Jones told him to stand to be searched. He said he couldn't. The video takes it from there. Chief Deputy Jose Docobo, the second-in-command, said the only thing possible Tuesday, after the video became a national story. "This is not how we do business here at the Hillsborough County Sheriff's Office," he said, adding: "There is no excuse ... this is indefensible." The department suspended Marshall-Jones without pay and placed the three other deputies on paid leave while it investigates. Florida Attorney General Bill McCollum asked the state's Office of Civil Rights to review the incident. Here's what authorities need to answer: Why did Marshall-Jones do what she did? At various times from the moment Sterner was dumped and then picked up from the floor, other deputies could be seen on camera. Why did no one seem surprised by the act of dumping a man from his wheelchair or step in to halt the mistreatment? The four deputies put on leave have a combined 86 years of experience at the Sheriff's Office. Yet Gee's staff said they learned of the incident from a Tampa television reporter. What exactly are his supervisors supervising? Gee deserves a chance to reassure the public this incident is an aberration. His reaction Wednesday - "I am personally embarrassed and shocked" - is consistent with a sheriff who has raised his department's professional standards. But Gee needs to promptly hold his deputies accountable for this disgusting abuse, starting with the deputy who dumped the quadriplegic out of the wheelchair. The punishment should be swift and severe enough to send the clear message that this is intolerable. Then Gee needs to look at the leadership of a jail that allowed an embarrassment like this to explode in his face.

I may be moving to the Bay area from Atlanta. I have been accosted by an egotistical APD officer, who then lied incessantly about the incident, perjurying herself in court as well. Please, tell me, that Tampa is better than Atlanta.

Really???? he got away at 5 mph???? besides the obvious fact that this is one of the most disgraceful incidents i have seen in a while (brutality, bs charges, ect)...it sounds like the Police Dept could use another round of physicals.....

If a citizen behaved in this manner, s/he would be arrested and charged with assault. Law enforcement must be held to a higher standard than a citizen, and punished more severly. Hard to look at a cruiser now without feeling a little nauseous.

I am so tired of hearing about "all" cops when it is only a bad few. Very rarely do you see any articles about good that they do for our communities an when you do have the artlicles NO ONE COMMENTS!!!

Not surprising at all! She, like so many others in law enforcement, do so with the mindset that they are also judge, jury, & executioner. Suggestion: Bind her in a chair for a year - she might learn something about compassion (oh yea, also fire her!)

This appears to be a "racial" incident and this Man's rights have been violated. The video is so "appalling" that a handicapped man could be treated in this manner. That deputy who assaulted this paralized man should be fired and prosecuted!

Ok, so they LOST a man who was eluding them at 5mph. Then they all stand by as he's assaulted. Now most of those are being paid to sit home. This shows the incompetency of the dept. and the stand they take on this. This isn't one off. Buck stops? No.

Yes, the real question is why didn't any of the deputies react with surprise or alarm at this incident, or do anything about it, or report it? This is very telling. Lokks to be "business as usual". The SO should review lots of booking tapes now.

All the police officers involved are Black! They all stood by and laughed as if there was a fish out of water flopping on the floor. If they did that to him they will do it to all. It's a race issue now and sueing is a big option

The problem with Florida's Sheriff's Depts. is the inherent philosophy of an unprofessional "law enforcement agency". The laws, pols. and procs. are not followed because many Deputies think they are above the law. Until change this will continue.

This is similar to the clown cop in Baltimore (all over the news) who committed assault and battery on a child. This deputy committed A&B. Prosecute, prosecute, prosecute.

Would people stand around and debate right and wrong if a person decided to throw a dog against the wall? A quadriplegic, unable to even stop his fall by using his hands, falls with the entire force of whatever he weighs against a hard floor.

she is suspended, most likey, because she is union and they have an investigation and appeals policy. law enforcement is not an at-will employment arrangement. although it does not seem fair at this point, at least she's not getting paid.

These deputies should be summarily dismissed and charges should be filed against them. What I simply don't get is why was this guy arrested in the first place? How do you "flee" from police cars going 5 miles per hour? Something else isn't right.

No surprise, they are cops after all. Anyone who grows up wanting to "enforce laws" and force people into submission is a sadistic egotist. Police are worthless to the general public. They only really protect themselves and the government they serve.

Absolutely appalling! The others who stood by watching her dump and mishandle this guy when he was on the ground as though this were an everyday occurance should also be suspended without pay. Outrageous! I hope they're all thrown off the force.

So, why was the deputy (Marshall-Jones) only suspended? Are the police planning to try to sweep this under the carpet? It is appallaing behaviour that should NOT be tolerated - I think Marshall-Jones should be fined and fired immediately.
