SPENDING OUTPACES INCOME IN JANUARY: Consumer spending rose in January at the fastest pace in four months, the Commerce Department said. Spending on goods and services increased 0.7 percent during January after a 0.4 percent rise in December that was larger than previously reported. Incomes grew 0.6 percent after rising 0.4 percent the month before. Also, the personal savings rate fell to a minus 1 percent, the lowest on record, during January from a negative 0.8 percent in December.
