Teachers and students at Palm River Elementary School in Tampa should indeed take a bow for their improved scores on the Florida Comprehensive Assessment Test, but don't mistake Gov. Jeb Bush's ceremonious check presentation there on Wednesday for a cohesive education policy.

Better landscaping for Tampa
The city of Tampa is moving to a logical next step in response to Florida's prolonged drought. A proposal would require that new homes and businesses limit the amount of turf grass they plant, make greater use of drought-resistant plants and install sprinkling systems that are more efficient. These reasonable steps are overdue.
