    New Florida laws effective today:

    TAXES:

    Reduce the state intangible tax on stocks and bonds by $243 million a year by cutting the rate for some investors from $1.50 to $1 per $1,000 of holdings.

    Cut the sales tax on farm equipment.

    Exempt the entertainment industry from taxes on video and sound recording equipment and rental property.

    Expand tax breaks for the space and defense industry.

    Establish a sales tax exemption on the purchase of solar energy equipment.

    OTHERS:

    Automatically fine state officials $50 a day for failing to file their financial disclosures on time.

    Require all restaurant workers -- from dishwashers to cooks -- to get certified in proper food-handling techniques.

    Make law enforcement academies do background checks on recruits and keep them from being admitted if they have committed certain crimes.
