A story in today's North of Tampa section, which is distributed to Times subscribers in northern Hillsborough, details how developments in New Tampa with state permits to pump large volumes of groundwater for irrigation are not subject to city watering restrictions. Tampa Water Department director David Tippin confirmed the apparent loophole. But after conferring with city attorneys Thursday, Tippin said his earlier statements were wrong.
