Florida Water Services Corp. and other private utilities would be prevented from indefinitely billing customers for the costs tied to seeking rate increases under a bill sent to Gov. Jeb Bush on Thursday.
The change was added to a utility related bill by House Majority Leader Mike Fasano, R-New Port Richey.
The bill would force utilities to roll rates back after four years of collecting for legal expenses tied to rate cases.
The four-year rule was in effect until the law was changed in 1998 to enable utilities to keep charging customers for the costs even after they had recouped the expense.
