State report backs up girl's fondling claim

LAND O'LAKES -- State investigators have concluded that a former counselor at Wilson Youth Academy fondled a girl detained there and made sexual comments toward other girls, according to a report released Thursday.
Ralph Johansen resigned after the incident so the state Department of Juvenile Justice recommended no changes at the troubled girls' detention facility, 2593 Wilson Road.
Johansen quit before he was charged March 8 with two counts of sexual misconduct. The report substantiates a 16-year-old girl's allegations that Johansen twice fondled her. It also says he broke facility policy by being alone with the girl.
The Inspector General's Office of Juvenile Justice issued the report, which is standard after incidents at state-contracted facilities, such as Wilson.
