BANKING: Racine Hall has been appointed vice president and business development officer for Peoples Bank, Palm Harbor. Hall was an executive officer for First National Bank of Florida.

SouthTrust Bank, Tampa, announced the following appointments: Joe LoCicero, vice president and private banker for the Private Bank at SouthTrust Bank; and Dennis D. Seibert, vice president and personal trust business development officer. LoCicero was vice president of First Gulf Bank in Alabama. Seibert held the same position at SunTrust bank.

United Bank, St. Petersburg, announced the following promotions: Gretchen Bamford, vice president systems administration; J. Annette Barker, vice president branch administration; Richard W. Pettit, vice president and accounting manager; and Beth J. Stufflebeam, vice president commercial account services. All served as assistant vice presidents in their designated fields.

CONSULTING: Bob Austin has been appointed director of sales for west-central Florida for Renaissance Worldwide Inc., Tampa. Austin was an account executive for Digital Equipment Corp.

HEALTH CARE:Boley Centers for Behavioral Health Care Inc., St. Petersburg, announced the following: Gary MacMath has been promoted to president and chief executive; and Reynald Latortue has been promoted to chief financial officer. MacMath was vice president and chief operating officer; Latortue was the chief financial officer for Radio Dynamics Inc.

LEGAL:The Hillsborough County Bar Association recently announced the following awards: Barry Cohen, the James H. Kynes "In the Trenches" Award for criminal trial lawyers; Thomas E. Gonzalez and Warren Hope Dawson, the Michael A. Forgarty "In the Trenches" Award for civil trial lawyers; John Germany, the Herbert G. Goldburg Award, the county bar association's highest award, given to a trial lawyer who during the course of his career has shown fairness, integrity, courtesy, zeal, forensic skill, legal acumen and good sense and respect for fellow lawyers; Steve Epperson, the State "Court Family" Award, given to members of the state court support staff who provide service above and beyond the call of duty to the bench, bar and public; and Sandra Hartman the Federal "Court Family" Award, given to members of the federal court support staff who provide service above and beyond the call of duty to the bench, bar and public. Cohen is a lawyer with Cohen, Jayson & Foster, Tampa; Gonzalez is a lawyer with Thomas, Sizemore and Gonzalez, Tampa; Dawson is president of Dawson & Associates, Tampa; Germany is a senior partner at Holland & Knight, Tampa; Epperson is a Hillsborough County sheriff's deputy; and Hartman is a judicial assistant to U.S. District Judge Richard Lazzara, Tampa.

RSI, a national litigation support group, announced the following promotions at its Tampa location: Lisa J. Berry, regional manager; and Elizabeth Diecidue, Florida manager. Berry was manager; Diecidue was supervisor.

Steve Burton has been appointed to the Outside General Counsel to the House Committee on Information Technology. Burton is a managing partner and chairman of the internet litigation practice group at the law firm of Broad and Cassel, Tampa.

MARKETING: Devin Dutcher has been promoted to managing director for the Lipphardt Agency, Tampa. Dutcher was vice president of public relations and has been with Lipphardt since 1997.

ORGANIZATIONS: Tonya Clark has been appointed senior project manager for the Greater Tampa Chamber of Commerce. Clark was business and neighborhood development director for the city of Pinellas Park.

Julian Garcia Jr. has been appointed executive director for University Area Community Development Corp., Tampa. Garcia was director of finance for Project Return Inc.

PROFESSIONAL: Frank J. Rief III received the 2001 Legacy Award from the Tampa Bay chapter of the American Red Cross. The Legacy Award is given in recognition for leadership and achievement in development of charitable planned giving for community based organizations. Rief is a lawyer with Rief & Straske, Tampa.

PUBLIC RELATIONS:TransWorld Diversified Services Inc., Tampa, announced the following promotions: Natalie Cacciatore, general manager, public affairs; Mike Gwiazdowski, assistant branch manager; Keith Matlick, general manager, accounting; and Diana Rodriguez, general manager for TransWorld's staffing subsidiaries. Cacciatore was public relations manager; Gwiazdowski was a technical recruiter; Matlick was financial systems manager; and Rodriguez was branch manager.

TECHNOLOGY: William U. Parfet has been appointed to the board of directors for Reptron Electronics Inc., Tampa. Parfet is chairman and chief executive of MPI research, Mattawan, Mich.

TECO Energy, Tampa, announced the following promotions: Gordon Gillette, senior vice president of finance; and Janet Sena, vice president of federal affairs. Gillette was vice president of finance and retains his title of chief financial officer; Sena was assistant vice president of federal affairs.
