BEIJING -- China pledged Tuesday to join the United States in considering ways to fight terrorism, but stressed that retaliation should be weighed carefully and should follow international law.

"The attack on the terrorists should be based on concrete evidence," Foreign Ministry spokesman Zhu Bangzao said. "Any attack should have a clear orientation without hurting innocent people."

China expressed support for the United States after the attacks, and President Jiang Zemin called President Bush twice to convey condolences.
