City officials pass a spending plan

The tax rate is the same, but rising property values will bring in more money. A new city attorney also is sought.

SAN ANTONIO -- City commissioners on Wednesday gave unanimous final approval to a $975,777 budget for the coming fiscal year, then embarked on a search for a new city attorney.

The spending package -- including water operations -- is about 4 percent higher than last year because of increases in overhead and capital improvements.

The city expects to collect $45,743 in property taxes.

The property tax rate remains at 2.533 mills, the same rate as last year, but it is considered a 10 percent tax increase by state law over the so-called rollback rate because it would generate more tax money for the city because of rising property values.

At 2.533 mills, the owner of a home valued at $75,000 with a $25,000 homestead exemption would be billed $126.50. The total taxable value of the property in city limits is set at $18.5-million, up $2.3-million from last year.

Commissioners also heard from three candidates looking to replace departing City Attorney Kenneth Buchman.

Buchman, who has represented the city since 1995 while also representing Plant City part time, has accepted the full-time job at Plant City and said he will resign his post in San Antonio.

Commissioners interviewed Buchman's brother, Miles Buchman of Polk County, former Pasco County attorney Karla Owens, and former Hillsborough County assistant attorney Richard Davis.

Commissioners agreed to negotiate with their two top choices, Davis and Owens, before making a selection. The job is expected to pay between $1,000 and $2,000 per month.
