The National Association of Women Business Owners will hold its monthly networking/dinner meeting at 6 p.m. Tuesday at the Wyndham Westshore Hotel, 4860 West Kennedy Blvd. in Tampa. Ernst & Young LLP has promoted Ruil Springer to principal in national tax consulting in their Tampa office. He is project manager for the development, implementation and deployment of the firm's business-to-business software used to provide online tax consulting services. He is also in charge of the firm's nationwide online state and local tax practice.

Christine Rouse has joined Mercantile Bank as vice president and manager of the bank's new Apollo Beach office. Rouse is a 20-year veteran of banking and was previously employed with South Hillsborough Community Bank.

David A. Kemper has been promoted to senior associate at WilsonMiller, a planning, design and engineering firm. Kemper is a vice president of the company with 20 years' experience in the areas of site development, roadway design, stormwater management and utility systems. He has experience in coordinating the efforts of a multidisciplined team to address all aspects of site development, including planning/zoning, survey, geotechnical, biology, traffic, and landscape architecture. He provides detailed design supervision and review of paving, grading, drainage, and utility construction plans.

Thomas L. Young has joined Bricklemyer Smolker & Bolves, P.A. as an associate attorney. His practice will focus primarily on real estate development and land use law, with an emphasis on zoning, comprehensive planning and inverse condemnation.
