INVERNESS -- The 30th annual Festival of the Arts will not be the only thing going on this weekend in the downtown courthouse square. Weeks after a divided City Council decided not to change its ordinance that bans sidewalk sales during special events, Carl Lundgren Art Studios pulled a permit to sell its goods in the alley next to its store this weekend, although it is not an official arts festival participant. Attorney Gary Graham, who has complained about the noise that some downtown events bring to his doorstep, had workers laying the concrete Friday for the flagpole he will put up in his parking lot. "Giving everybody the benefit of the doubt, it could have coincidentally happened that way," City Manager Frank DiGiovanni said. "But calling it as it is, it's pretty coincidental."
