It may look like building activity is about to start here at the former site of Steak 'n Egg Kitchen at Fifth Avenue and Fourth Street N.

But that is not the case.

The vacant lot is being leased as a staging area for construction equipment by Zom Development Inc. Zom is building the Madison luxury rental apartments near the waterfront a few blocks south of Central Avenue. City parking manager Philip L. Oropesa said using the empty lot for construction equipment parking is an allowed temporary use.
