He really embodied both the Cuban and American styles in politics. Although his political culture and his flair and authoritarian tendency pointed to a Cuban legacy, this man learned how to play the American lobby game as well as anybody else, to the point of becoming almost the holder of a veto power over U.S. policy toward Cuba.
