    CHILLY FEST 2000: Santa will arrive in Seminole during the annual Holiday in the Park called Chilly Fest 2000 from noon to 9 p.m. at Seminole City Hall Park. It will feature an arts and crafts sale, local entertainment, a concert by the Barracudas, a tree-lighting ceremony, Santa's Village and a holiday concert by the Seminole High School choral group.     ANNIVERSARY OF PINELLAS TRAIL: The 10th anniversary of the Pinellas Trail will be celebrated with a block party along the trail's length from Gulfport to Tarpon Springs. The official rededication will take place at 10 a.m. at Taylor Park, 100 Eighth Ave. SW, Largo.
