Rezoning sought next to complex

KEYSTONE - Next year's planned opening of a regional sports complex has prompted the owners of 22 acres across S Mobley Road to seek a rezoning that would allow commercial development on a portion of the land, at the corner of Race Track Road.

KEYSTONE -- Next year's planned opening of a regional sports complex has prompted the owners of 22 acres across S Mobley Road to seek a rezoning that would allow commercial development on a portion of the land, at the corner of Race Track Road.

John and Patricia Rew, who live on the property and operate a horse farm, want the ability to develop 15,000 square feet of neighborhood commercial uses on 1.7 acres at the southwestern corner of the property. The rezoning petition also proposes four homes on the remaining 20 acres of the site.

The land is currently zoned for one home per five acres. The Rews seek a planned development designation.

According to Richard Bennett, who represents the Rews, there are no set development plans and the owners have no immediate plans to sell the land.

The new 150-acre Ed Radice Park, scheduled to open in May, is located across from the proposed development. It will include nine soccer fields, five baseball fields and five softball fields. If the Rews decide to develop, the retail store will serve both neighborhood residents and park visitors.

CARROLLWOOD: Verizon Wireless wants to put up another telecommunications tower.

American Tower Corp. filed a petition on the company's behalf, asking for a 150-foot-tall communication tower on a 4,500-square-foot parcel at 11921 N Dale Mabry Highway, south of Stall Road. It will serve three carriers, including Verizon.

The property is currently zoned for planned development and was approved in 1996 for a 41,012-square-foot expansion to the former Stingers night club, now the Joy night club.

A zoning hearing master will hear the petition Feb. 19. (Petition 01-0205)

CARROLLWOOD: With plans to expand, Hillsdale Baptist Church is asking for county permission to build a new sanctuary on almost 10 acres north of Ehrlich Road, just east of the Veterans Expressway.

The Tampa church, now located at Henry and Church avenues in Tampa, wants to increase its current membership of 600. According to the petition, the new church will include a sanctuary, a playground and classrooms.

The parcel is currently zoned for planned development and was once slated for a 120-resident community home.

County commissioners will hear the petition Jan. 23. (Petition 01-0195)

LUTZ: Romy Development Corporation wants to add more homes to the southern portion of the Eagle Crest subdivision, just south of Newberger Road. The company seeks to divide nearly 5 acres into 1-acre lots.

According to the petition, development would not begin for six months to a year if the county approves the request. The parcel is currently occupied by one home.

LUTZ: The owner of the Publix shopping center planned for 8.5 acres at Lutz-Lake Fern Road and Merry Lane is asking for permission to increase the plaza's square footage by 3,000 square feet.

The county approved a request for the 63,000-square-foot plaza in June. But now IRT Capital Corp. wants a 66,000-square-foot plaza. According to the petition, the increase will "allow for the ability to add additional local retail space to serve the needs of the Lutz community."

County commissioners will hear the petition Jan. 23. (Petition 01-0188)

FOREST HILLS: The owner of a two-story, 9,779-square-foot office complex on the south side of Fletcher, west of Ola Avenue, wants to remodel the building.

Jim Stutzman of Stutzman Consulting Inc., who represents the owner, said the renovated building would include 2,932 square feet of office space and a 4,000-square-foot restaurant on the 1-acre parcel. The entire existing second story would be gutted, he said, leaving a high ceiling.

Stutzman is asking the county for a waiver that would allow beer and wine sales at the restaurant, which is located within 500 feet of Russell Park and 150 feet of homes. Restaurant hours are planned to be from 5 p.m. to 1 a.m.

CARROLLWOOD: Ronald M. Diaz, on behalf of property owner Robert Hess, filed for a rezoning that would allow for general commercial development on a 0.82-acre parcel on the east side of Williams Road, north of Linebaugh Avenue.

The vacant property is currently zoned for agricultural uses.

A zoning hearing master will hear the following petitions this week:

CARROLLWOOD: Independent Day School wants a rezoning that will unify the school's three separate parcels of land along the east and west sides of Orange Grove Drive into a single zoning district.

IDS originally sought a special use permit that would allow for a 5,000-square-foot facility on 1.47 acres across the street from the existing school at 12015 Orange Grove Drive.

In addition, IDS is proposing the construction of a one-story, 2,500-square-foot building with a maximum occupancy of 30 students on the 1.47-acre parcel. Because a final use for the property has not been determined at this site, the school also wants the rezoning to allow playground areas, child care activities and a parking lot.

The Planning Commission recommended denial of the request, stating that the plan "would be incompatible with the immediately adjacent single-family uses." (Petition 00-1370)

TOWN 'N COUNTRY: John Westfall of Waterford Construction and Development wants permission to build three one-story office buildings, ranging from 2,500 to 3,500 square feet, on a 1-acre site at the southeast corner of Beasly Road and Waters Avenue. The buildings would have pitched roofs and covered entries. Each building, valued between $250,000 and $350,000, will be owned by individual businesses. Occupants will be required to operate on weekdays only and must adhere to deed restrictions. County staff and the Planning Commission endorsed the project. (Petition 00-1318)

CITRUS PARK: A Massachusetts company is proposing a 60-acre apartment complex on the east side of Sheldon Road, near the intersection of Westwind Drive.

GHG Development Inc. wants a rezoning that would allow 20 units to the acre. According to Ronald Weaver, who represents the company, site plans are still being negotiated. The property is currently undeveloped.

County staff and the Planning Commission recommended approval of the petition. (Petition 01-0016)

TOWN 'N COUNTRY: Burcaw & Associates Inc. wants to add 5,771 square feet of office space to a 40-acre mixed-use planned development at Pinehurst and Grove circles.

The proposed project will also include 174 homes on 24 acres, 145 apartment units on 10 acres, the office showroom on 1.74 acres and a bank on 2.7 acres.

County staff and the Planning Commission endorsed the plan. (Petition 00-1315)

CITRUS PARK: Both the Planning Commission and county staff have recommended denial of a request to allow 36,372 square feet for neighborhood commercial, office and cultural uses on a 3.34-acre parcel on Gunn Highway, south of Beaty Grove Drive. The Planning Commission stated in its report that the proposed development will "adversely impact the adjacent single-family residential development" in the area. (Petition 99-1318)

LUTZ: Howard Albritton wants permission to add a 25,000-square-foot professional center to a mixed development project at U.S. 41 and Crystal Grove Boulevard. McDonald's and Discount Auto Parts currently occupy a portion of the property. County and Planning Commission staff have recommended approval. (Petition 00-0942)

The following petition was heard by a land use hearing officer last week:

LAKE MAGDALENE: The Lake Magdalene United Methodist Church wants to tear down its 40-year-old sanctuary and replace it with one more than three times its size.

The church, at Fletcher and Paddock avenues, is planning to expand the 350-seat facility to a 1,300-seat, 55,055-square-foot facility. The petition also asks for permission to use an adjacent property for parking. If the county approves the proposal, construction is scheduled to begin in January. (Petition 00-1289)

The Tampa City Council approved the following request last week

NEW TAMPA: The Tampa City Council on Thursday approved a zoning change that will allow the sale of beer, wine and liquor at the future Macaroni Grill and Chili's Bar & Grill on Bruce B. Downs Boulevard in New Tampa's North Palms Village. The restaurants are expected to open in May 2001. (File numbers: WZ00-125 and WZ00-126)
