THAP given extension to produce auditsBy BILL VARIAN© St. Petersburg Times, published December 6, 2001 The Hillsborough County Commission voted Wednesday to cancel more than $1-million in contracts with the Tampa Hillsborough Action Plan because of the embattled agency's failure to provide audits for the last three years. Commissioners agreed, however, to delay the cancellation until Feb. 28, enabling THAP to continue care for its clients who have AIDS or HIV -- clients who urged the board not to cut them off. The vote followed repeated apologies from THAP's founder, who pledged to have comprehensive audits by January. "We're very sorry to have caused this embarrassing situation for the county," said James Hammond, who took over leadership of THAP after the departure of former director Chester Luney on Monday. The action effectively extends the deadline for THAP to supply comprehensive audits of its programs. County Administrator Dan Kleman had demanded the documents by Nov. 30. Instead, Kleman got a 19-page document that was no more than a review of financial statements.
