IN THE MIDDLE OF THE NIGHT: At 3 a.m. April 29, Kosovo refugees huddle at the door of a bus waiting to be allowed into a refugee camp near Cegran, Macedonia. Aid workers began unloading the first of 23 buses at midnight and finished moving the 2,300 new refugees into their tents at 7 a.m. Many of the buses had been packed with refugees for up to 12 hours as they made the journey from the Blace border crossing.
