When Japan surrendered on Aug. 14, ending World War II, the Times published a 12-page extra, for which it charged a nickel. The front page had a picture of Gen. Douglas MacArthur with a caption saying, “He’ll Give Orders,” and one of Emperor Hirohito with a line that declared, “He’ll Take Them.” In Tampa Bay, which saw an estimated 110,000 men and women in uniform pass through during the war, people took to the streets to celebrate (this elated group is on Central Avenue in St. Petersburg). The next day, St. Petersburg announced it would start work on $8.75-million in civic projects it had been putting off until the end of the war. Among them: a library addition and a “Negro pool.”
