Hurricane Agnes sideswiped Tampa Bay in June, tearing boats from their davits, swamping entire neighborhoods and driving more than 2,000 waterlogged people, including this unidentified Shore Acres family, from their homes. “Thousands Flee, Many Stick It Out,” the Times’ five-column headline said. One columnist wondered, “What in the world will happen when a hurricane actually hits St. Petersburg and the Suncoast?” We still don’t have an answer to that question, or this one: Did the woman in the rowboat ever forgive us for photographing her in curlers?
