| Bill and Missy Carl of Tampa hang on to the guard rail in front of The Caprice at Upham Beach on Tuesday. Missy Carl, a first-grade teacher at Robles Elementary School in Tampa, had the day off due to Tropical Storm Harvey. After watching the storm coverage on TV, the couple came out to see for themselves.
